TUB CONFISCATION BILL PASSED. In the House of Representatives at Wash ington, on Friday week, the Committee. of Conference oh the Confiscation bill recom mended that the House recede from their dis agreement, apd.agree to the Senate with cer tain modifications so as to provide as follows: Every person who shall commit the crime of treason against'the United States and shall be adjudged guilty thereof, shall suffer death, and all his slaves, if he has any, shall ho de clared and made free ; of he shall be impris oned for not less than five years, and fined not less than §lO,OOO, and all his estate, real and personal, excluding slaves, shall bo lev ied upon, and sale of conveyance to the con trary notwithstanding. If any person shall hereafter incite, set on foot, assist or engage in any rebellion or insurrection agains? the authority of the United States, or the laws, thereof, or shall give aid or comfort to any such existing rebellion or insurrection, and bo convicted thereof, such person shall be punished by the forfeiture of all his personal j property, of every kind' whatever; or shall be punished by imprisonment ton years, and lined not exceeding ten thousand dollars, and bis slaves, if he has any, bo liberated at the discretion of the court, and all such property, excluding slaves, shall bo forfeited to the United States. Every person guilty Of either of the offences described in this act shall be forever incapable and disqualified to hold any office under the United States. This act is not to be constructed ifi any way to affect or | niter the prosecution, conviction or punish ment of-any person guilty of treason against the United States. To insure the speedy ter mination of the present rebellion the Presi dent is authorized to cause the seizure of all property, real and personal, of all such per sons, and apply and use the proceeds of the came for the support of the United States.— Five classes of persons are affected by this bill—those who shall hereafter hold the office of president, vice president, member of Con gress; foreign minister, &0., under the so called Confederate States.
