Resolved, That in carrying on the war the rebels should be made to feel the evils of re bellion, while at the same time we hold oat the olive branch, to. all who will return to their allegiance and submit to the authorities of the land. ■ Resolved, That every effort ought to be made to bring thp, war to a close with the present year, and it is important that at this time wo should exert all our strength in a great effort to put down .the leaders of the re bellion and bring the Southern mind to a just apprehension of what their true interests and hapiness alike require. Resolved, That the war in which we are engaged is one in which the people of Amer ica are alone concerned and any intervention of a Foreign Power would and ought to be considered hostile to' this country and must, bo resisted by all the power and ability wo possess. ■, Resolved, That the Commissioners of Cum berland county be requested and are earnest ly solicited to appropriate from the county funds, to bo obtained by loan, if necessary, a sum not exceeding twenty thousand dollars, to be appropriated at the rdte of §5O per man, to every soldier Who shall join companies to Utilised in Cumberland county, or Who shall vkiloor to fill up any companies from said May, now, in flic service of the United Sfsol reel. Cumberland County to Furnish Two Companies. GOVERNOR’S PROCLAMATION, PENNSYLVANIA, S. S. In tho name and by the authority of the Com monwealth of Pennsylvania, Andrew G. ■Curtin, Governor of the said Commonwealth A Proclamation. To’ sustain the Government in times of common peril by all his energies, his means, and his life, if need bo, is the first duty of every loyal citizen. , ■ The President of the United States has made a requisition on Pennsylvania for twen ty-one (21) now Regiments, and the Regi ments already in the field must bo recruited. Enlistments will be made for nine (9) months in the new Regiments, and for twelve (12) months -in-the -old.- The existence of -the present emergency is well understood. No patriot will pause now to investigate its causes. We must look to the future. Every thing that is dear to us is at stake. Under these circumstances, I appeal with confidence to the Freemen of Pennsylvania. You have to save your homes and your firesides, your own liberties and those of. the whole country. I call on the inhabitants of the counties, cities, boroughs find townships throughout our borders, to meet and take ac tive measures for the immediate furnishing of the quota of the State. Lot those who cannot go themselves, contribute to provide bounties equal at least to those offered by ad joining States. The Constitution prohibits mo from drawing money from the treasury without authority of law, and 1 will not cast a doubt on the patriotism of our citizens, by assuming the necessity of calling the Legisla ture at this time. This is no time to wait for 'Legislative Action, and the negotiations of loans. Delay might bo fatal. To put down this rebellion is the business of every man in Pennsylvania, and her citizens will show on this occasion that they do not wait for the slofv process of legislation, and do not desire to throw oh tho Treasury of the .Common wealth a burden which they are individually ready to bear themselves, The conduct of flur. men ; already in the field has shed im mortal lustre on Pennsylvania. Let their brethren fly to arms to support them, and make victory speedy as well os certain. I designate "below .the number of companies, which are expected from the several counties in the State, trusting the support of her hon or in this crisis, as it may bo safely trusted to the lovalty, fidelity and valor of her' free men. Whilst the quota of the sSVeralcoun ties is fixed equitably, so as to fill the requi sition for tWcrity-ono regiment's, let' not the loyal people of any county limit'their exer tions to the enlistment of the companies named. M. The Enquirer, of the same day, contains the following :—We learn by a gentleman from North Carolina, that the Yankee forces on Roanoke .Island having become very op pressive ip their measures towards the .ne groes jp their .employ, the latter, id few days ago, rose ,ppon;the Yankees andkilled ajarge number of them. Subsequently the Yankees armed themselves with revolvers, and massa cred about 800 of tho negro laborers. The: next day the Yankees evacuated the Island. REPORTS FROM RICHMOND. PHtPADELPHIA, July 26, The Richmond papers of the 23d have been received. The Richmond Inquirer complains bitterly of the rowdyism and disorder which prevails in Richmond. The late expedition of our cavalry to Beaver Dam creek surpisod the rebels beyond measure. It is considered a ipost daring and independent movement. The Ilichrpohd papers boast, however, that! the damage ,tp t|ie Virginia Central railroad ■lurs already beep repaired. Oefl. Rope says it baa not; Some intimation of rebel movements in East Tennessee, and on the Mississippi, are' given in our extracts. The Richmond Hxaminor, of July 22, says,' that it is credibly informed that thd exchange of prisoners ppw in .progress will leave the the rebels between 8,000 and 18,000 surplus to be immediately paroled. The same journal has an antiolb urging that there is but one method of putting an end to the war, and t(iat is by destroying the Federal credit, and to do this it contends that the rebel army must assume and attain tho aggressive and abandon retreats.' The idea of paying for What is necessary to support the army to the enemies of the coun try has been productive of incalculable mis chief. In many instances our troops, while suffering for subsistence, have been restrain ed from taking.advantage of the' property of the rebels, lost they might give offence to the so-called Union sentiment, and still further excite the traitors. This moderation has been productive of nothing but evil. The bitterness and cruelty of the rebels have in creased in proportion ns the evidences of mercy on the part of our Generals haVo been multiplied. Indeed, they so far misunder stand this mercy as to denounce it as cowar dice. , THE NINE AND T WELVE MONTHS’ VOL UNTEERSIN PENNSYLVANIA, Washington, July 26. It is officially published that tliß’callby Gov. Curtin for nine and twelve months’ men was made without previous consultation or direction of the President or the War De partment, and having been made, it was deemed by the Department better to accept such trjops as were offered under that call. But it is proper -to be noticed, that the law does not allow any bounty to the nine months men, except the §25 paid at the time of being mustered into service.
