The one lea states man—the other a demagogue. -s THE prospects of the insurgents in Cuba seem to be improving. The burning of sugar plan tationa,desertion s of mulattoes from the Government ranks, the murintirs of the Havana merchants, and a battle won by the Rebels near Remedios, have induoed the commander of the Spanish forces to abandon for the present all active operations against the insurgents. This does not look much like suppressing the insurrection ; and cannot_ fail to stimulate the favorable disposition of the United States Government towards the Cubans. The only question is how we can help them honorably, and effi ciently ; for that our Government will sooner or later interfere, !s now scarcely to be doubted....... THE difficulties connected with the collection of the Internal Revenue tax, and the numerous frauds brought to the attention of the Government r , will result in additional legislation and pro bably all essential change in the mode of collecting. Mr. Myers, member of Congress from one of the Philadelphia districts, has prepared a bill which he intends; to urge, providing that the tax , shall be levied on the capacity • of the stills, all of which shall be placed un der the control of Revenue Inspectors; who shall carry the keys of the build ing, except when the proprietors re quire them for use. This system has been thorough tinted in Scotland, and found - to operate beneficially to the Government and the distillers. The practical effect will be to tax a still to the amount of its capacity - during the time it is worked. The latest is that of the butchery of a whole family near Pleasant Grtive,..in Huntingdon county, Pa., on the 17th inst. John Pergtlial, his wife, and son _aged about 12 years, whilst eating their evening meal, were fired upon, by two Germans, named Badenberg and Roh rer. Mr. Pergthal and the , son, shot through the head, were instantly kill-' ed. Mrs. Pergthal was not fatally, wounded, but the fiends sprang for a hatchet, and with this dispatched the wounded woman. They then leisurely ransacked the house, and after securing all the money of their victims, amount ing to several thousand dollars, placed the bodies side by aide, covered them with clothing and bedding, and, with a match set fire to the whole, and then fled. The fire made but little head way, but the smoke attracted the atten tion of some persons passing - by, who entered the house and discovered the true condition of affairs. The length of the canal, from Port Said to a' point a little southeast of Suez, is exactly one hundred miles, sixty of which pima through the lakes Menzaleh, Baflah, Tinisah and the Biuer Laker. Embankments were con structed only upon Lakes Menzaleh and Balleh, end not upon the last two named. The width of the canal at the water line varies from 190.2 to 492 feet. ' The width at the water line of about lour-fifths of the entire canal is 328 feet. Between the 4013 and 47th miles, where the excavations were very difficul, the-canal Is only 190 feet wide. The width of the channel bed is nowhere less than 72 feet ; near Port Said, It is from 121 to 180 feet, and near Suez from 262 to 811 feet. The depth of the canal Is not less than 26.2 feet, bat between the Bitter Lakes and Suez the depth is from 28.5 to 32.8 feet. The canal commences 'at Port Said, on the Mediterranean, whieh'city has derived its name from Said Pacha. It was founded by the Canal Company in 1859, on a narrow uninhabited ship of sand, which was enlarged by sand from the harbor dredgings. Port Said lies not far from Damietta, a town near the mouth of the eastern arm of the Nile. In, 1859 there were only a Ikw tents for the engineers, and a few huts which were built on piles where the city now stands. Provisions and water were, ut that time, brought on -camels from Damietta, or by vessel, at a distance of thrith five mites. Port Said has now twelve thousand inhabitants, and its trade is ineteasing rapidly.
