CONFERENCE Of Miners and Operators Begins in New York. MINERS' DEMANDS Were Not Presented in Detail and the Matter was Referred to a Committee of Fourteen. New York, Felt. 1G. —The special scale committee of the United Anthra cite Mine Workers of Pennsylvania appeared before the presidents and other officials of the coal mining com, panies here Thursday, stated in gen, ?ral terms the propositions it desired the operators to grant and then retired to formulate in detail the demands. Before the conference adjourned two sub-committees of seven men each were appointed, one repreesnting the miners and the other the operators, to take up jointly the questions at issue and endeavor to reach an agreement. When these committees have complet ed their work they will make a report to the conference. The conference so far as it related to the coal companies was the most representative that has ever been held. Every coal company in the anthracite region was represented. President Mitchell, of the Miners' union, was the spokesman for the employes and made a speech that was well received by the operators. "An adjournment was ihen had, with the understanding that, the committee, would arrange for further meetings." IN RECEIVER'S HANDS. A Chicago Bank Is Alleged by One of Its Stockholders to be Insolvent. Chicago, Feb. 1G. —The Bank of \nierica, incorporated last December with a capital stock of $250,000, was last night placed in the hands of a re ceiver by Judge Chartres, of the su perior court, on complaint of John E. Kavanaugh, a stockholder. The bill asking for the receivership holds ex- Judge Abner Smith, president, and three other officers of the bank re sponsible for the alleged insolvency of the institution. In the few weeks since the opening of the bank. President Smith is charg ed with having so manipulated securi ties, mortgages and notes and the stock of the bank that he has obtained SHG,OOO. The other three officers, svho, in connection with President Smith are held responsible for the al leged insolvency of the bank, are G. F. Sorrow, vice president; Jerome V. Pierce, cashier, and F. E. Creelman, a stockholder and director. The operations of President Smith and the other officers mentioned in the bill are said to have been begun be fore the bank opened for business. IS ACCUSED C; HORRIBLE CRIME. A Jersey City Man Is Alleged to Have Set His Brother Afire While the Latter Slept, New York, Feb. 1G. —Accused of having murdered his brother Carl for ihe purpose of obtaining life insurance money amounting to $.1,000, Alexander Legler was arraigned in court at Jer sey City yesterday. The examination of the prisoner was postponed, how ever, until next Saturday at the re quest of Chief of Police Murphy, who desired time to get together his wit nesses. The case is one of the most extra ordinary in the police annals of Jersey City. 4'hief Murphy said the prisoner was suspected of having poured ben zine over his brother Carl and of set ting him afire while he slept, and added that it.was believed that when Legler saw that his brother would not suc cumb to his injuries he caused the vic tim'.'; death by administering some powder presumably of a poisonous na ture. THL PUBLIC LAND ERAUDS. four Hundred Convictions Have Been Obtained by the Government. Washington, Feb. 10. —Light was thrown on the land fraud investiga tion by Secretary Hitchcock at a hear ing before a sub-committee of the house a ppropria; ions committee yester day.in connection with his estimates of $20,000 for a continuance of the prose cutions, Mr. Hitchcock explained that GOO indictments and 400 convictions already have been obtained by the in terior department in 19 states. To the great surprise of the sub committee Mr. Hitchcock said that Louisiana leads in the number of land frauds uncovered by his department and has more than Oregon, Washing ton, or any of the other states which are supposed to be the chief offenders, California also shows a long list of frauds.
