The Czar Issues a Manifesto and a Decree that Marks an Epoch, PEOPLE'S RIGHT TO BE HEARD. It Is Recognized to a Limited Extent as Regards Making of Laws—Work men's Demands are Refused and a General Strike Has Been Declared. St. Petersburg, March 4. —In the Alexandria palace at Tsarskoe-Selo, surrounded by the ministers and a few members of the court and with the em press at hi.s side, Emperor Nicholas on Friday signed a rescript containing his decree to give elected representa tives of the people an opportunity to express their views in the preparation of the laws of the empire. This is the autocracy's final re sponse to the agitation in favor of participation by the people in govern ment. which has brought Russia in the last few months almost to the brink of revolution. Its import must, not be misunderstood. For the present, at least, it involves no change in the regime of autocracy and it. means nei ther a constitution nor a national as sembly. At the same time it recog nizes the principle of the people's right to be heard regarding laws under which they must live. Whatever the result may be, the document is sure to mark an epoch in Russian history as important if not more important than the signing of the emancipartion mani festo, the anniversary of which it was intended to signalize. Emperor Nicholas' manifesto reit erating Russia's aspirations in the far east and appealing to the loyalty of the people to turn away from sedition and support the government in order that the projected reforms may be carried out has disappointed the lib erals. The workmen's demands that the government pledge itself to release the 3,000 workmen who had been arrested since January 22 and engage that the members of the mixed commission should have absolute freedom of speech and immunity of arrest, on ac count of expression of opinions and that the proceedings of the commis sion should be published ancensored have been rejected by the govern ment. A general strike was proclaimed at sectional meetings of workmen here Friday. Lodz, March 4. —Serious disorders broke out at the Poinanski cotton mill Friday while tlie men were beijie' paid off. TroopS were summoned to restore order and three workmen were killed and 42 injured. Warsaw, March 4. —The gas works strike has ended and the workmen will return to their labors to-day. The gas company has granted a nine-hour day. MINOR NEWS ITEMS. George Reister, of Hamilton, 0., aged 15, committed suicide recently. His wife found his body hanging in a shed at their home. No cause is known. A strike of the workmen employed at the Lewis and Clark exposition grounds in Portland, Ore., is on. The men demand better pay and shorter hours. The British claims as a result of the North Sea incident as finally submit ted to Russia total $325,000. This amount will be paid in a few days without demur. A receiver has been appointed for the Hank of Cumberland Gap, Tenn., which has closed its doors. The lia bilities of the bank are said to be $40,- 000; assets about the same. When searched marked money contained in a decoy letter was found 011 him and he confessed his guilt. Demands for increased pay and an eight-hour day to take effect May 1 have been announced by the Rockmen and Excavators' union, which contains about 15,000 members in Greater New York. If the demands meet refusal the men declare they will strike on the date mentioned. The Ohio board of pardons has re fused to grant a commutation of the death sentence of Herman Hamilton, of Scioto county, to life imprisonment. Hamilton was convicted of the murder of Lee C.tiver, a section boss 011 the Norfolk & Western railway, and is sentenced to be electrocuted March 17. Report; from Port Arthur state that 43 of the sunken Russian vessels in the harbor are useless. The Russians exploded dynamite in both the forward and aft. holds and in the engine rooms. The machinery and magazines were destroyed by a torpedo and the guns plugged and burst at the muzzle. At. Louisville, ivy., Bayless O'Ban -11011, freight agent for the Monon rail - road, was shot and dangerously wounded by Frank Keith, formerly weight inspector for the joint rate in spection bureau. Keith has been out of employment for months and the rea son for it, he alleges, is that O'Dannon refused a letter of recommendation.
