The latter clause is claimed to he extraneous and is apropos to the convention. The republicans can not ratify either treaty without some democratic votes. The Senate now stands 57 to 33 and Senator ttard will not vole for too Cuban treaty, there fore it would require tour democratic votes to ratify that convention and three to appiove the Colombian a;;ree ment. The democrats also believe that on constitutional grounds the Cuban agreement should contain a pro vision that its terms ate not to go into operation until enabling legislation has been passed by both houses of Congress- If these amendments are agreed to both treaties will be ratified at an early date.
