Commissioner Ycrkes, of the inter nal revenue bureau, has given a deci sion in which he rules that chutists and others who sell soda water drinks, claret soda or similar beverages to which distilled spirit, wine or any compounds thereof are added in any quantity, however small, are required to pay special tax as retail liquor deal ers under the internal revenue laws. Under the old ruling druggists were allowed to add to soda water and other soft drinks an inappreciable quantity of distilled spirits or wines for flavoring purposes. The former ruling is revoked to take effect Janu ary i. 1903. The commissioner also has decided that producers of sweet wines, who are not distillers, may withdraw wine spirits (grape brandy) from special bonded warehouses free of tax to for tify their wines. The chances of a flood on the Susquehanna river seemed to be diminished last night by the probabilities of cooler weather which would cause a fretv.e and stop the sudden running of the snow water. The weather map, how ever, Weather Bureau Observer Dem- ain said, exhibited all sorts 01 curious streaks. Thus for instance a line of temperature, forty degrees, ran up from Galveston, Texas, to Buffalo, N. Y. then turned and ran down to Louisville. Ky. where it again looped and ran up to Portland, Maine. Elsewhere West it was generally cool er, with zero weather in the extreme West. CONDENSED DISPATCHES. The. democrats in Congress have determined to give to the president and his advisors a free hand in deal ing Willi tne Venezuelan uuauuu. Thev sav that thev do not desire o embarass the administration and, as actively engaged in trying to circum vent their objections. Senator Troc- I tor has been won over to the side of Mr. Root and is assisting him in every way possible. At the same time, there is a strong undercurrent ot teeiing in the Capitol. It is believed that the President is permitting his admiration for Emperor William and King Ed ward to outwemh his loyalty to the Monroe Doctrine and that Venezuela is the sufferer. While Secretary Hay and Senator Cullom say that the Monroe Doctrine will not be violated, it is claimed by several democratic statesmen that it is a condition and not a theory that confronts this country and that the Doctrine was violated by the sinking ol tne ven- zuelan battleships and the firing on I.a Guavra. The tendency ot the Secretary of State to truckle to Great matter Britain has long been recognized ami it is believed that his advice to tne President is anything but sound. , Commission, 'lothe great surprise of the senators, Mr. Morgan stated that the members of the commission were still drawing salaries to the amount of $ 1,000 per month not withstanding the fact that their duties practically ceased when they handed to the President, nearly a year ago, their last report on the Panama route. Senator Morgan stated that the Com mission, after spending, during an entire vear. but two monms 011 111c isthmus had drawn funds to cover their exoenses to the amount of $i.o7.ooo. As there is no longer a quorum of the Senate in Washington it was deemed advisable to postpone allcon gress.onal action, at least until after the holidays, with the hope tnat me predictions of the benator om Illinois might come true. Senator Morgan is seeking to inter est the War Department in a project which he hopes will go a long way towards settling the negro question in the South.
