The very ambiguity of the ist and 2d sections of the bill stood in the way of the President's signature. When our statesmen find it necessa-y to clothe their laws in such ambiguous terms as to admit of several constructions, it seems to us that a velo of such bills, whether important or not, is the prop er thing to do.
