Cassatt of Philadel phia in which he claims that the pro visions of the constitution have been violated by the absorption of the Le high Valley and New Jersey Central railroads, they being competing lines. In closing he says : 'I have thought it right to collect together and submit to you the facts, which are all derived from public sources equally accessible to you, so that you may have the situation closely before you, and may take such action as you deem proper and right, if the consolidation of these competing lines, under one control, with the avowed purpose of removing competition, and of securing the pover to regulate the production and fix the price of anthra cite coal, should seem to you to be contrary to public policy, or to be in violation of that provision of the con stitution which prohibits any transpor tation company from acquiring in any way the control of a competing line. I have the honor to be, sir, your most obedient servant." To this letter .Governor Pattison sent the following reply : My Dear Sir Your communica tion of February 19, setting out state nients alleging the consolidation of connecting railway lines under one con trol for the avowed purpose of remov ing competition and securing the pow--er to regulate the production and fix ing the price of anthracite coal to be contrary to public policy and in viola tion of the provisions of the railroad article of the constitution, has been re ceived and referred to the attorney general to take such action as will en force the constitution and prolect every interest of the commonwealth." The Governor has also received the following letter: Dear Sir In the absence of any uthorized form of making complaint, take this means of calling your atten on to the attempted violation of the onstitution of this state by the Phila elphia and Reading railroad compa ny. Within the last two weeks a com bination has been effected and the Central Railroad of New Jersey and the Lehigh Valley railroad company have been absorbed by the Philadel phia and Reading. The two last men tioned railroads are parallel and com peting lines, if such exist within the meaning of the constitution; they op erate in the same field and tap the same coal beds. Section four of article seventeen of l the constitution of the state is positive (! in its declaration against such a con solidation of railway interests as will be effected if this gigantic trust is formed. As a citizen of Pennsylvania I I herewith enter a complaint against tne formation 01 the combination re ferred to. Article seventeen, in every section and clause, is being violated and set aside by the actions of the Philadel phia and Reading company. If there is in the constitution of this state any authority for the action of the railroads above mentioned I, as one citizen of the commonwealth, would esteem it a creat favor if it be pointed out to me by the legal authority of the state it self. If there is no such warrant of an authority in the constitution of the state then I demand, as required by jj section four of aiticle seventeen, that I ;he complaint be decided by a jury. If the New York delegation shall an pear at Chicago disposed to confer with the leading Democrats throughout the country, and to pay reasonable deter ence to the dominant sentiment of those who must elect a Democratic President, if one shall be elected this year, Senator Hill cannot only be saved from the most conspicuous suicide of modern tunes, but the Democratic party may be saved from defeat by pcifuly within Us own household. If, on the other hand, the New York del egation shall go to the National Con vention and demand the nomination of Senator Hill, the signs are unmistak able that the Democrats ot the nation will assert themselves over and above New York, and nominate Mr. Cleve land for President on the first ballot, It is not disputed that the overwhelm ing sentiment of the Democratic peo ple calls for Cleveland's nomination, and that sentiment will le invited to assert its omnipotence if New York shall appear at Chicago in the disgrace ful attitude of demanding that a great party shall be prostituted to national- lze saioon pontics. What is lacking is truth and confi dence.
