Kussell has refused to sign tho pardon of James Dunlap, the Northampton bank rob ber, now in State prison. Tho gov ernor dictated tho following memo randum, embodying his decision: Gov. Russell has decided, notwith standing tho favorable recommendu tlon of the Council, that he will not grant a pardon to Mr. Dunlap at present. The case is of such impor tance, and opinion both within and without the Council is so divided, that he thinks the matter should be re ferred to and again considered by the Council. The case will bo roforrod to them early in the year. It is understood that tho governor was influenced in his decision by the large number of protests against the exercise of the pardoning power which be has reoeived from Western Massachusetts since the pardon was recommended by tho Executive Coun cil last Wednesday. James Dunlap was one of the cracksmen implicated in the robbery of tho Northampton National Bank on the night of January 2G, 1876. 11,200,000 was stolen, and Dunlap was sentenced to twenty yeurs' imprison ment for participation in the crime.
