Gentlemen: I have the honor to acknowledge tbe receipt of your favor ofthe 13th inst., In which you are pieasea to speak in me most generous terms or my course in the Senate of the-United States, and to invite me to meet yon socially upon my retire ment irom omce to receive your congratulations, and give opportunity for the expression of your approbation and good will. I should be unworthy of the regard and esteem of such gentlemen as Join In this communication, If 1 did not prize tnese aina expressions or your ap proval of my official life, and fully appreciate tho compliment you tender me. Permit me to thank you, gentlemen, for this fresh token of your kind ness to me personally, and coming, as It does, from citizens or rnuaaeipma, i Deg to wank you, auo, fcr the compliment you pay my State In thus honoring one of her citizens. To the people of New Jersey, the State of my birth, and the home of my choice, wno nonorea me witn a seat in tne senate, and who have generously given me their confi dence, support and approval throughout my Sena torial term, my most grateful acknowledgments are due. Next to these the people of Philadelphia, with whom my business life for a quarter of a cen tury has been cast, and who have placed me in posts of honor and responsibility , have laid me under greatest obligations; and I heartily rejoice if in my official position I have succeeded In doing aught to advance tbe business Interests of the city, or have in any degree aided In sustaining the Industrial In terests of tb great Commonwealth of which Bhe Is the metropolis. In dung this I am sure I have not failed in my allegiance to my own State, for there la no antago nism of interests between New Jersey and Pen sylvanla. Lying Bide by side, separated only y the peaceful waters of the Delaware, the social and business relations of the two peoples are inti mate and extensive, and their interests are singu larly interwoven. Whatever tends to build up and enlarge the commerce and business of Philadel phia, promotes the prosperity ef New Jersey, and in return New Jersey sends to your great marts ot trade the fruits of her soil, the firstlings of her flocks and the various products of her extensive workshops which now dot the entire State. Your City Councils have recently honored me with a vote of thanks for my advocacy of League Island. That Philadelphia and Pennsylvania will most largelv reap the benefit of this measure I do not doubt; but when League Island shall become, as I have no doubt it will in good time, the great naval establishment of the nation, if not the greatest In the world, its proximity to New Jersey must increase materially the population and busi ness and add largely to tbe wealth of that part of the State opposite tbe Island. This furuishes an apt illustration of the community of interests be tween the two States, and in advocating the mea sure earnestly and persistently I am sure I was rerving alike New Jersey, Pennsylvania and the Union. Educated in the school or Henry Clay, and adopt ing at an early ae his views of protection, 1 came to the Senate protoundly impressed with the eon victiou that the protection of American industry by a Judicious tariff, was the true interest of the na tion; and this conviction has been strengthened by the closest study of the question of which lam capable. Holding this view I have as a member ot the Finance Committee aod in my place ou Hie tloor of the Senate, advocated aud voted for the reduction as rapidly as possible of all Internal taxes and tbe collection as far as practicable ot the necewary revenue for support of the government Irom impost duties, under a tariff so arranged as to vleld a large revenue while affording proper pro tection to American tudustry; aud 1 cannot doubt that in this regard 1 have faithfully represented tbe views or the people or your state, as well as those ot mv own. My term of service was In an eventful period in the nation's history. The coinmeneeineut of my term was shortly after tne cioss of the oivil war. when Congress was confronted with the delicate aud dlttlcult question of political reconstruction, and the scarcely less delicate and difficult question of Cnnnelsl reconstruction. Ttaeeo two grave snV J"cts have well tittch reached a svisiactory con clusion, and if In dealing with them my course has met the expectation of hit 1 in tuo hate constituents, atid I have moreover secured tbe approbation ot my Philadelphia friends and business ass.iotatos, my highest arntitlon hs been retched and tuere wlth I am morn than content I am happy. And now, gentlf men, whilo I should be delighted to meet you in the manner proponed, I am ad monished that the slate of my health, which ne cessitated my withdrawal from public life, though it is much Improved, is such that I must for tlie present btishaud ru.v strength and seek lor a wliilfl tbe quiet and repose I need. Therefore, much as I regret the necessity, I must forego the plsaaure of accepting year InTltation. Confident that under tbe circumstances you will excuse me, and begging you to rest asauie-1 tint I shall ever cherish in grateful remembrance this evidence of your kind consideration, 1 am, dear sirs, very truly, yours, Alrxiniirr G.
