To recommend the ballot year after year to a House of careless Gallios, and then pass off the stage of life just too soon to see his hobby adopted into the Government stud was ever man more unlucky? The bill just introduced by Mr. Forster could not have been placed in better hands. He is unques tionably the man who, of all our politicians at the present 'moment, has tbe greatest talent for conciliating foes without deserting friends, and his measure was welcomed last Monday with a chorus of approbation that au gurs well for its success. The points for which his Ballot bill claims special credit is its com bination of simplicity with seorecy. A voter entering the polling-booth will give in his name, and then, and not till then, reoeive from the presiding officer a voting paper marked tcilh a secrtt stamp, which he will have to fill up and deposit in the ballot-box before he leaves the booth. Of course none but the official voting pipers will count for anything, and a voter will find it impossible to prove to any one how be has voted. The mechanical contrivance seems perfect, but will the publio consent to rely implicitly on the seeming perfection of a mechanical con trivance ? If the protection of those troops was really felt to be needed last autumn at the New York elections, it is hard to answer yes. Eight millions sterling is a tolerably large sum to pay even for the removal of an abuse, but we are going to pay it, and without grum bling too, to rid our army of the odious sys tem of promotion by purchase. Mr. Card well, Secretary for War, has quite taken the wind out of the Army Reformers' sails by coming forward with a scheme for the reor ganization of our military forces far more comprehensive and thorough-going than his best friends would have given him credit for, and the consequence has been that on the Irreconoilables, led by Mr. Trevelayan, moving (as I foretold you) a resolution aimed at the permanence of our royal Commander-in-Chief's position, they have been outvoted by a majority of 201 1 83. All the thanks that the ardent, ambitious Trevelyn got for his pains was to be styled a young man of extra ordinary industry, who had fallen a melan choly victim to petty larceny committed by the War Office, and had his brains pioked of a fine soheme. Still he hit a blot in attacking the useless expense of our so-called household cavalry. 1332 privates, at an average yearly cost of $570, gold, apiece, forming a body too heavy for a royal, escort and not wanted for police purposes, why should they cumber the ground? This is our decennial census year, and pre parations are well advanced for the smooth performance of the operation. On the 27th of March a schedule will be delivered to every occupier in the kingdom. The name, sex, age, and occupation of every soul alive at midnight on April 2 are to be deolared, and the papers collected in the course of the fol lowing day by an army of enumerators, whose lists will pass through the hands of registrars and superintendent registrars to the Census Office before the month is out, and very shortly afterwards, if all works as well as in 18G1, be given to the world. You are not yet a hundred years old, and are dissatisfied with a Bum total of over eight-aind-thirty mil lions: we have been a dozen centuries grow ing, and hardly expect our millions to prove more than thirty. That's a pretty dense population, after all, though, for a plaoe about the size of New York State. The Joint Iligh Commission is exciting a great deal of interest, despite the all-engrossing topic of the war, and almost every night Borne question is asked about it in Parlia ment. On Tuesday a Mr. Macfie, asking whether there' was any truth in a rumor he had heard that the United States proposed to buy us out of Canada, got a deservedly severe answer from the Prime Minister. "I hope," said Gladstone, "that while negotiations are in progress the honorable member will not think it necessary to ask questions in this House founded on mere anonymous authori ties." Tom Hughes' Anglo-Amerioan Asso ciation have opportunely brought out a tem perate pamphlet on the history and present position of the fisheries question. A copy has been sent to each member of the Joint Com mission, and as it is published by the ubiqui tous firm of Macmillan, it will no doubt find some readers on your side of the water. Whether it is possible in the nature of things for one of the parties to an argument to state the question at issue in a form which the other party will aooept without re serve, I don't know; but I think all readers will admit that the fisheries pamphlet has at any rate honestly attempted to avoid national bias and coloring. Our journals seem to be forming a very sanguine estimate of the amount of work which the commission may be looked to to aooomplisb. Not only is it to put every question between you and us, past, present, and possible, in train for settlement, but it must lay down the law on points of international morality for the world lit large. Last night's Globe, for instance, thinks that England and North America ought to take the lead in establishing ckar rules as to the relations between neu trals and belligerents rules whereby neutrals may avoid giving offense, with a minimum of self-sacrifice. When things have got to such a pass that, as last year, a couple of important bills block the line of Parliament for a who! session, and in the same space of time single pri vate member is found to have addresse 1 the House one hundred and sixteen times, on forty-one different subjects, it is high tirua that a committee should be appointed, as Ls jnst been done, to devise methods for the more expeditious despatch of publio busi ness. The practioe of putting silly questions to the Government mast certainly be checked. This Very evening a distinguished baronet is going to ask tbe Chancellor of the Exchequer Svhethr it is true that the offi cers of customs have received instructions to offer every facility for the adalteration of wines in bond, provided the owners declare that such adulteration is for the purpose of .fortifying the wines?1' Mr. Lowe's notoriously sharp tongue may be trusted to find an ex emplary answer. There's no ilenying it. No daily paper in the world has ever reached sash a circulation as tbe London l)uly Telegraph can now claim. Its printers' and publishers' books have been examined by a well-known firm of publio accountants, and they report the num ber of copies issued during the latter half of 1870 to have been 2y,010,03.", giving a daily average of more than one hundred and ninety thousand copies. It is enough to make Mr. Bennett, of the Herald, tear bis hair with vexation. The Dark JJUie, a new high-class illustra ted monthly, is to appear in a day or two, and is said to have already secured a pub lisher in the States. Truly, of making many magazines there is no end, but so many of them are mere trash that this one, which aims at "no padding," and starts with such contributors as Charles Iteado, William Mor ris, and W. M. liossetti, has a good chance of finding readers. Many of you no doubt will turn with interest to the "Recollections of American Universities" which Tom Hughes begins in the first number the first printed expression (a few lectures excepted) of the experiences gained in his last autumn's visit. "It's an ill wind that blows nobody good," and some of our London tradesmen are en deavoring, with remarkably bad taste, to give a commercial tinge to tbe noble outburst of national sympathy which has voluntarily poured more than XI 00, 000 into a Mansion House Fund for the relief of Paris. In several grocers' windows nicely cooked hams, bis cuits, pots of Liebig's extract of meat, and preserved viands, sue a as one is tempted by when the Derby Day with its drags and lun cheon parties is drawing near, stand promi nently in view, while a placard over them announces "Provisions packed for Paris." There is a vaccination mania all over the country just at present, and you can hardly take a friend by the arm without his scream ing out that he has "taken" and is sore. ' The doctors are having a glorious time of it, but the demand has been so sudden that they have no small difficulty in providing vaccine for all the applicants. Small-pox is certainly un usually prevalent in London, and vaccination is the only sure way to stamp it out. We have already got tramways in the suburbs, and this week a report has been pre sented to the Commissioners of Sewers re commending their introduction into the city. The cars at present used are brought ready made across the Atlantic, so our old, crowded streets will soon present quite a home ap pearance to your countrymen. .
