The re sult of niy labors I present to you in the form of a report, it fully details the manner of ray decision and the reasons therefor. Having given to the subject the best aVlitv and Study I could command, 1 sent for Mr. J. N. 1) vls, one of the most, upright, laborious an I competent of my subordinates, aud submitted to him my report for bis carol ul revision. Me returned It at thu close of the day with but one objection. His point was, that I had erred in allowing for extra services prior to the 1st or July, 18&3, at the rate of $;!(). uim per annum, rather than at the old contract pri;e of 1 14,000 peranuum, 1 answered that I ha t alrealy carefully considered that point aud was obliged ti overrule his objection. It was not until the T'h day or .T iuiiary that a c ipy of it was transmuted to the HI t.ii Auditor. 1 never signed any warrant, draft, order, or other authority for its payment., or directed or requested any other oillcer to do so. On the contrary, I sent forjudge Martin, the Sixth Auditor, and his chief clerk, Mr. McOrew, and after telling them of the magrulutde and character of the cl'liu cautioned tliutn to make a thorough examination into the wholo sn ject before taking any sreps for its pivrasnt. I ob jected to its payment out of the regular appropria tions for the postal service, because no estimate hid been made for it nudpr any of the heads thereof, and insisted that 11 paid at all it sh iul'1 be pall out of the general treasury. There was no concealment or attempt at conceal ment, no effort to lias'en its payment, or to cover up Its magnitude. So far from being surprised at the publicity which has been given to my report, I can poaltlvely say It Is precisely what I expected. In the belief that the case would be tnoroughly can vassed after it left my hands, I took the time, which I could 111 spare from my ether duties, to prepare the above-mentioned report. That report was made according to my best. Ju Igment, without fear, favor, or affection, and under the operation of the las which fettered my action, I believe it to be correct If I were roauired to execute the same laws ag tin to-morrow, upon the same "affidavit and priofs," I could make no change In the ard I have already made. It never occurred, to mo that I conld escape the performance of the duty so clearly enjoined by the law of 1870, by referring the law Itself back to Con gress. Postmaster-General Brown, In his report of 1867, had called the attnt.,on of Congress to the doubts that beset htm In his efforts to execute the law of the same year, and numerous efforts have Since been made in Congress to prescribe a new rule of construction for that act. Pina'ly, the lar of the last session was passed, giving in unequivocal lan guage a legislative Interpretation to the act of 1357, directly at variance wltn all the previous ratings of the Department, and bearing upon Its face a positive command for me to carry It Into effect. I have simply discharged my duty, at the same time leaving every other oillcer of the Government free to pursue encu a course la the matter aa his conscience might direct. As no opportunity was offered me for defense In the House of Representatives, 1 respectfully ask that this letter, together with a copy of my report upon the Chorpenning claims, may be made a part of the report of your committee, and be placed upon the flies of the Senate. Tba Postmaster-General followed this letter by a written application to the committee to summon before it Hon. Jeremiah 8. Black, George Earle, George Chorpenning, Hon. John Hill, and Hon. John Cessna to testify as to Ms attitude in the case; but the committee having directed a report acquitting the Postmaster General of all censure, it was deemed unneces sary to comply with his request.
