Charles Brown, colored, was drowned in the Schuylkill on Monday last, and the body was recovered yesterday near the Gray's FerTy Bridge. The Ma nnerchor Singing Societies held a meeting last evening, at which Mr. Charloi Vezin, Consul of the North German Confed eration, John D. Stockton, and others, made addresses. At half-past 7 o'clock last evening one bide f a frame dwelling, corner of Passyunk road and South street, fell down. The struc ture is an old one and has been in a tottering condition for some time. No one was in jured. In view of the imminency of a general European war, and the strong probability of England being engaged in the straggle, a general convention of Irish nationalists, irre spective of past differences or organizations, will be held in Cincinnati, Ohio, on Tuesday, August 2;5, to adopt such measures as will best promote the cause of Irish independence. The call is signed by James Gibbons, Chair man of the Executive Committee in this city. Domestic Affairs. Gold closed yesterday at 122jj. Colonel Randolph, a man of some pro iiiicence in Lynchburg, Va., was shot dead yebterday in a difficulty growing out of land transactions Judge Gnigon says that a new election must be held in Richmond, the recent one having become void in consequence of a vio lation of the electoral law in one ward. Nearly two hundred citizens were ar rested in Caswell county, N. C, yesterday, Ly the State troops. Ladies with their children are flying to Virginia. Both parties, it is said, denounce the outrage. OBITUARY. Central William A. Leech. A large number of the people of this city will be surprised and pained this morning by the intelligence of the decease of General "William A. Leech, Register of Wills. During his service in the army General Leech con tracted one of the chronic maladies incident to camp life, and. has suffered more or less from it ever sinct.N bout ten days ago he became so much indisposed that he went to Cape May, with a view to some relief from sea-bathing, but growing worse, he returned to the city on Tuesday evening, and died yesterday afternoon about four o'clock. General Leech was born February 3, 18.2. lie was a graduate of the Phila delphia High School, and entered the West Point Military Academy June, 18.10. Subsequently he studied law and was admit ted to practice at the bar of Philadelphia. At the breaking oat of the war he went to the front with the first regiment organized (Colo r.tl Frank Patterson's), of which he was Major, and was immediately placed in active service. At the expiration of his term of ser vice he was commissioned as Lieutenant Colonel of the National Guards, i)0th Penn sylvania volunteers, ana continued with tnem through all the battles of the Potomac, lie was a participant in more than thirty bat tles. When General Lyle was wounded, Col. Leech took command of the regiment, and in ell the bloody battles of the various campaigns he was found at its head. In the engagement en the Weldon Railroad he was captured by the enemy, and underwent the privations of prison life in Libby, Salisbury, and Danville. When at length he was released, he was bre vetted Brigadier-General for gallant and meritorious conduct on the field. Serving until the close of the war, General Leech re turned the practice of the law, and so con tinued until 18G7, when he was elected Regis ter of Wills for the county of Philadelphia. In ihis office he has served with distinguished ability and integrity. General Leech was a thorough soldier, winning his military promo tion by merit. He was the son-in-law of Edwin Greble, Esq., and brother-in-law of lieutenant John T. Greble, who was killed at Big Bethel, Va. 1HE WAR. OFFICIAL DECLARATION OF HOSTILITIES IM THE FEENCH CORPS LEGISLATLF NO FIOHTISO YET ' REPORTED. " ' Paris, July 20. In the Corps Legislatif to-day the Duke de Gramont announced that war had been deolared with Prussia and her allies in the following words: "Messieurs : The exuoae presented to you on the 1Mb instant made known the causes we have for war against Prussia. According to the rules and usages of nations, and by ordT of the Emperor, I Lave requested the Charge d 'Art aires at Berlin to notify the Cabinet of Prussia of our resolution to ' seek, withlarms, the guarantee we could not obtain I y discussion. This has been done, and I have the - honor to make known to the Corps Legislatif that, iu consequence thereof a state of war exists s nee the mh between France and Prussia. This declaration applies to all friends of Prussia who give Iter armed assistance." A meeting of citizens of the United States was held at the residence of Dr. Evans last eight, to take measures for the organization of a Sanitary Commission. It is proposed that the Commission shall co-operate with the International and French Societies in aid of the wounded. Dr. Evans placed at the disposal of the new organization the report of the American barutary commission ana a collection of models of ambulances, stretch ers, hospital tents and other appliances used by the Commission during the late war of the Rebellion. A donation of 10,000 francs was also made by Dr. Evans as a nucleus for a sanitary fund. ' Mr. Washburne, the American Minister, . was in Bohemia when he heard the news of the breaking out of the war. The Belgian official organ says that France misconstrues as an evidence of hostility the destruction of the bridge near Blandain, which was merely the result of a misapprehension of orders, and declare that Belgium remains loyally neutral. Earl Granville reports that the determined and absolute refusal of the Emperor Napoleon to entertain negotiations renders it probable that any attempt io renew them will be use less until a great battle has been fought. It is reported that France denies that the stipulations of the Taris Convention apply to the present war. BPLLYlSfJ THE PRESId'eXT. Senator Wilson on Motley'. Removal. Pending the removal of Minister Iotley, Senator Wilson sent the following letter to President Grant Mr. Sumner read and commended it in the course of his speech in the Senate on the confirmation of his suc cessor: Vkitep States Senate Chamber, Washington, July 8, 1S70 President Grant. Dear Sir: After much reflection I have decided that duty demands that I should write my views touching the proposnd removal of Ilr. Motley. I fear you will make a sad nil stake if you remove him, and I beg of you to con sider the case carefully belore acting. Ills removal Is believed to be aimed at Mr. Sumner. Right or wrong, this will be the construction put upon It. Can you, my dear sir, airord to have such an Impu tation rest upon your administration? Mr. Motley is one of the best known and most renowned of our countrymen. In letters he is recognized a one of the forrmoRt living authors of our country or of the world. Oflice can add little to his reputation. Re moval from oillce, while it will wound his feelings, will not affect his standing among the most culti vated of the age. I assure you, my dear sir, that the men of Massachusetts, who gave you morn than 15,000 majority, are proud to number Mr. Motley among their most loved and honored sons. Thy remember that during the war his pen, voice, and social Influence and position were on the side of his struggling country. They were grateful to you for his appointment as Minister to England. I need not Bay that they are surprised at the rumor that he is to be removed. They are pained to have it said that his removal Is on account of Mr. Sumner's opposi tion to the San Domingo treaty. His removal will be regarded by the Republicans of Massachusetts as a blow not only at him, but to Mr. Sumner. There has been much feeling about the treaty. Imprudent words have been uttered, as tney always are when men's feelings sre excited. Perhaps Mr. Sumner may have said things that may have been distasteful to you, but the people of Massachusetts are with him as ten to one. Holding, on general principles, that the prominent Interests of the country would be ad vanced by a foothold In the Oulf, and wishing to sustain your administration whenever I could do so, I voted f-r the treaty, though I knew that nlne tentbs of the people of my State were against It. I had nothing to gain and something to lose by such a vote. I am ready to take the consequences of that vote, but I am not Insensible to the fact that the dismissal of Mr. Motley, under pre sent circumstances, will not only be a loss to your administration, but a blow to me. Personally I ask nothing, but I do entreat you, before acting, to look to the matter. Your ad ministration is menaced by great opposition, and it needs peace and unity amoug the people, and in Congress. The head of a great party, Uie President of the United States, has much to forget and for give, but he can airord to be magnanimous and for giving. I want to see the President and Congress In harmony, and the Republican party united and vic torious. To accomplish this we rnuit all be Just, charitable, and forgiving.
