A quarterly meeting of the General Bap tiet Association of Pennsylvania "was held yesterday afternoon, at the Baptist Publica tion Rooms, Arch Btreet, near Fifth. Samuel A. Crozier, President: Eev. Levi Beck, Secre tary. After the regular routine of business report was read showing that 24 mission aries are employed on the field in charge of the board, who daring the quarter baptized 44 persons, preached 731 sermons, and made over 1100 pastoral visits. The Treasurer re ported the receipts from the 1st of January until the 1st of July at $8000. A number of applications were received from poor churches asking for aid, and after which the board adjourned. Extra early peaohes have already been shipped over the Delaware Railroad to this city and New York from the lower part of Somerset county, Md. In about a week ship ments will commence from other stations along the line of the Delaware road. The crop, it is now said, promises to be equal to that of last year. Notwithstanding the great heat of yester day the vast Academy of Music was thronged by a brilliant audience, the occasion being the celebration of the first annual commence ment exercises of the graduating pupils of the senior classes of our grammar schools. The programme, which was published in The Telegraph the day previous, was observed. DomentiG Affair. Gold closed yesterday at 113. Consul Biddle is quite ill in Havana with yellow fever. The Democratic Representatives have signed nn address to the President indorsing Hon. G. S. Orth for the Berlin mission. At a meeting of the slave-owners, held in Havana on Monday, a committee was ap pointed to draw up an emancipation plan. An Oranpe riot occurred at Elm Park, N. Y., yesterday, in which three persons were killed and four others fatally wounded and a large number seriously injured. A party prospecting, while on their way from San Francisco to Arizona, was sur rounded by Indiana. The men succeeded in cutting their way through the savages, killing and wounding thirty of them. On Monday night twenty convicts, while being marched back from work to the State Prison, in Richmond, rose against their guards, one of whom was shot dead. Two convicts escaped. In the United States Senate, after the close of our report yesterday, another con ference on the Army Appropriation bill was appointed. A conference report on the bill for compensation of jurors of United States Courts was agreed to. The Sundry Appro priation bill was passed in evening session. In the House, Mr. Schenck, from the con ference committee on the Funding bill, made a report, which was rejected by a vote of loi to 00, and another conference waa appointed Foreign Affair. The drouth in France continues. Prince Leopold has withdrawn his ac ceptance of Prim's offer. Leopold's father telegraphed to Prim that he would refuse the crown for his son, even if elected by the Spanish people. According to the Liberie, France has rent no special envoy to Russia, but has one on his way to Vienna to propose an offensive end defensive alliance. MARINE TELEGRAPH. COMMON COUNCIL OF PHILADELPHIA, Clerk's Office, ) Philadelphia, July 8, 1870. ) In accordance with a resolution adopted by tbe Common Council of the city of Philadelphia on Thursday, the 7th day of July, 1870, tha annexed bill, entitled "An Ordinance to Create a Lean for a House of Correction," Is hereby published for public information. Joun Eckstein, Clerk of Common Council. AN ORDINANCE To Create a Loan for a House of Correction. Section 1. The Select and Common Councils of the City of Philadelphia do ordain,' That the Mayor of' Philadelphia be and he Is hereby authorized to borrow, at not less th.in par, on the credit of the city, from time to time, for a House of Correction, five hundred thousand dollars, for which interest, not to exceed the rate of six per cent, per annum, shall be paid half yearly on the first days of January and July, at the office of the City Treasurer. The principal of said loan shall be payable aud paid at the expiration of thirty years from the date of the same, and not before, without the consent of the holders thereof; and the certificates therefor, in the usual form of the certificates of city loan, shall be issued in such amounts as the lenders may require, but not for any fractional fiart of one hundred -dollars, or, if required, a amounts of five hundred or one thousand dollars; and it shall be expressed in said certifi cates that the loan therein mentioned and the Interest thereof are payable free from all taxes. Section 2. Whenever any loan shall be made by virtue thereof, there shall be, by force of this ordinance, annually appropriated out of the.in come of the corporate estates and from tne sum raised by taxation a sum sufficient to pay the interest oa said certificates; and the farther sum of three-tenths of one per centum on the par value of such certificates so issued, shall be appropriated quarterly out of said income and taxes to a, sinking fund, which fund and its- ac cumulations are hereby especially pledged for the redemption aud payment of said certifi cates.
