In their report on the indebtedness of Southern railroads, the House Judiciary Com mittee recommended the abandonment of the pending suits with a view to. a compromise, as suggested by the debtors. A most gratifying increase in our ex ports for the first three-quarters of the cur rent fiscal year over the corresponding period of last year, is shown by the monthly statisti cal report just issued. Instead of a balance of nearly sixty millions against us, there is one of over two millions in our favor. In the United States Senate yesterday, after the close of our report, tho Apportion ment and Franking bills were discussed. In the House, Mr. Davis, of New York, reported his naturalization bill, and after discussion it vvaB tabled by a vote of 102 to i'r. Mr. Davis moved a reconsideration, he having voted affirmatively for that purpose. Mr. Judd then moved to lay the motion to reconsider on the table, pending which the House ad journed. Foreign Affairs. The insurrection at Lucca was an insig nificant aff air and soon quelled. Eugenie has sent ten thousand francs to the eufferers by the Constantinople fire. Mr. Franciscus presented a communication from the Board of Public Charities calling attention to the want of accommodation at tho Philadelphia almshouse for the insane, asking that Councils take the most etl active measures to increase the accom modations. Referred to the Juiut Committee on J inance and Poor. Mr. U. A. Smith presented a communication from the Department of Port Wardens, asking for a transfer of an appropriation and 100 additional for furnishing their office. Referred. Petitions were received and referred for the opening of Fortieth street, and Irom the Union Hose Company for an increase in appropriation. Mr. llougdon, chairman of the Committee on Water-works, presented a resolution for the laying of water-pipe on Twenty-third and other streets. Pftfsed. The Committee on Law reported that there was nothing in the act of Assembly, in regard to the Kite of the public buildings, to forbid tho vacating of streets and alleys. The Committee was dis charged from further consideration of the subject. An ordinance appropriasmg $150 to refund over paid water-reuts was passed. This report was accepted. Dr. Atlee's resolution on the subject of women's colleges, deferred from yesterday morning's session, was taken up and dis cussed. Speeches were made in favor of the resolution by Dr3. Atlee, Parrish, John Atlee, Corson, and Ilaysham, and in opposition by Drs. Dell, Stetler, Maybury, Hamilton, and others. During the discussion, Dr. John Atlee alluded to the age of progress in which we live, declaring that we cannot deny to regular graduates of a regular institution their rights and privileges as physicians, whether they be male or female, white or black, provided they live according to the code of ethics. This declaration gave rise to considerable applause, mingled witti hisses. Pending the discussion of the resolution, the society adjourned until this morning. At a circus performance in Liberty, Mo., on Wednesday, Professor White entered thedeu nf linns, and waa duicklv verv triad to be hauled out again.
