General Sherman yesterday wrote to Senator Wilson requesting him to fix the regular army at .35,000. . A bank in Auburn, New York, was yes terday robbed of $111,000 in greenbacks in a most impudent manner. Another legal tender case will be brought before the Supreme Court of the United States for argument next Deoember. The usury law for the District of Colum bia fixes the legal rate of interest at G per cent., but permits contracts to be made at 10 per cent. It is said that the members of the con ference committee appointed yesterday by the Speaker of the House, on the Income Tax law, are all in favor of its re-enactment. A coinage bill being a codification of all the laws on the subject will be sent to Congress to-day by Secretary Uoutwell. It proposes to dispense with the silver dollar. A resolution ottered by Mr. Willey was agreed to in the Senate yesterday directing the Education Committee to inquire into the expediency of dividing the not proceeds of publio land sales among the several States for educational purposes. It is reported from Washington that the legal-tender cases which were so mysteriously withdrawn when they came up for argument last week before the Supreme Court, owe their early decease to holug New York bankers who expected to profit by it. In the course of a dobato in the Dominion Parliament on the Fenian scare, the Govern ment stated that they were acting on definite information, and not on mere miners. All the volunteers had not been withdrawn from the frontier, as there was still danger ahead. Valmaseda and the Governor of Santiago, it is stated, refuse to obey orders either from the Captain-General or from Madrid while there is a conflict of authority between the Governor of Castle Cabanas and General Caibo. Spanish defeats are reported. Forplcn' Affairs. Numerous Carlists have been arrested on the Spanish frontiers. The Great Eastern has been leased for five rears to lay submarine cables. Prim says that the Spanish edifice will be crowned before the end of May. Ollivier is trying to effect a compromise between the French capitalists and laborers. The ship Tamerlane, from Havana, foun dered at sea on March 27. Her crew was saved. On the 12th proximo an amnesty for press offenses ia promised by the French Government. Hostility to the Pkbiscitum is increasing in Paris. Napoleon was coldly received at a review yesterday. Large sums are being subscribed in Flo rence for a statue of Savonarola, as a protest against the (Ecumenical Council. Shipowners are said to be sadly disap pointed in the Suez Canal. Screw steamers, especially, are sure to meet with accidents. Miss Lewis, the American sculptor, now in Rome, has received several orders from the eminent connoisseur, the Marquis of Bute. Two of the victims of the Greek brigands have been buried in Athens, the King, the diplomatic corps and numerous strangers at tending the funeral. All the brigands have been killed or captured. The Jubilee. On the arrival of the jubilee procession, yesterday afternoon, at Horticultural Hall, the doors of that building were thrown open, and the people assembled there in mass meeting. The stage was filled with members of the Union League and other prominent citizens, among whom were Lucretia Mott, Robert Purvis, Passmore Williamson, Judge Paxson, and many others. David B. Bowser was selected to preside and a number of Vice-Presidents and Secre taries were announced. - . Rev. James A. Jones opened the proceed ings with prayer. After a speech by Robert Purvis, Jacob C. White, Jr., read the proclamation of the rati fication of the fifteenth amendment. Hon. Galusha A. Grow then made a short address, when the following preamble and resolutions were unanimously agreed to: That Whereas, The Secretary of State hail, by pro clamation, announced the ratification of the fif teenth amendment to the Constitution of the United Stales; and whereas, it guaranteed the right of suf frage to all citizens without distinction of race color, or previous condition of servitude; therefore, Jielved, That this is another evidence in the his tory of the nation that the Lord's hand li not so shortened that it cannot save, and that to Him they render all honor, glory, and thanksgiving : that they recognlKe the Anti-Slavery Society, the Republican Sarty and press, the Equal Rights League, John Town, Abraham Lincoln, Ulysses S. Grant, Charles Sumner, William L. Garrison, Horace Greeley, Lucretia Mott. and the whole armv of nioneers who spoke or ventured heroic deeds in behalf of their oppressed people, as among the human agencies that crystallized into law the Declaration for which onr fathers died ; that they regarded the restoration or tins privilege as a vindication or popular govern. ment, and that therein was recognized their lust claims to all the franchises granted to any other class of their fellow-citizens; that in the future, as in the past, they will be found on the slda of loyalty ana patriotism, ana pieagea inemseivcs to an uuiai terlng adherence to the Republican party. Addresses were also delivered by Frederick Douglass, General Harry Wane, Alexander P. Colesberry, and others, when the meeting ad iourned. Late in the evening festivities suited to the occasion were engaged in at Horticultural Hall, and consisted of music, promenading, and dancing. The galleries of the hall were filled with spectators, among whom were quite a number of white persons. Everything passed off quietly, and all present appeared to enjoy the festivities. Aa the procession moved up Fifth street yesterday afternoon, a delegation halted in front of Mayor Fox's residence and oompli merited him with a serenade. The Mayor was not at home, but his family were at the front windows witnessing the turnout. Last evening, about 7 o'clock, the colored men from the Twenty-fourth and Twenty seventh wards, who had participated in the parade in the afternoon, were attacked while crossing the Chesnut street bridge, on their way home. Three pistol shots were fired, but by whom could not be ascertained, and stones and bricks were thrown in profusion, but no one was seriously injured. A child, about two years old, had one cheek lacerated with a stone, and a colored woman was struck just as she was stepping from a car. The disturbance threatened to be of a very serious character, and word was Bent to the Fifth District Station, and Chief Mulholland, with fifty men, appeared upon the ground, when the crowd scattered. At Fifth and Race streets a half dozen roughs made an assault upon the Fourteenth ward delegation. They hurled a hatful of stale eggs at the Judge Keller ban ner, befouling and smearing it. This out rageous insult was resented, and the cowardly sneaks were routed, but not until they bad fired several shots and showered their favorite missiles, broken bricks, at the unoffending colored men.
