An Km iiezi.km ent Case Before Alderman Beltlcr this morning was arraigned George B. Thatcher, a young man, formerly in the employ of Colonel William T. Forbes, United States Pension Agent, No. 718 Sansom street, on the charge of embezzlement. The allegation was, that during the absence of Mr. Owen Sheridan, Chief Clerk, in Europe, Mr. Thatcher acted in his stead, and appropriated to his own use $1800 belonging to the uovernment. Mr. Owen Sheridan, Jr., testmed It was throngh my instrumentality that Oeorge B. Thatcher ob tained a position In the Pension office, No. 718 San som street ; I was asked abont him and advised it, and became his security ; I was absent from the country for some, time, and on my return discovered dis crepancies between the amounts said to have been paid by Thatcher to the pensioners and the vouohers ; an examination of his books showed that, In more than one Instance, the sum of a hundred dollars had been overcharged, at one time $' for $100. and at another $300 for '.i00; on the 19th or January there appears on tbe books payments to the amount of ISi6-20, whilst vouchers recorded only call for 1276-20, and on the 21st f 3U2 was marked as paid out, whilst vouchers could be found for only S202. Fire in Library Street Spontaneous Combustion Goldsmith's Hall, on Library treet. below Fifth street, made a narrow escape from destruction by fire about six o'clock this moraine. The ianitor of the building, on open ing the front door at the hour above named, found smoke in the entry way. and an Investiga tion revealed the presence of fire in the fourth floor, in the apartment occupied by Jacob Ha hnlen, lithographer. The flames originated in a box in which greasy rags had been thrown, and resulted spontaneously. The box was con sumed, and the flames were about communicat- imr to other portions of the structure when dts covered. Chief Engineer Downey was sent for, and with a few buckets of water he extinguished the flames. TriE Census of Philadelphia. A meeting of tbe Joint Committee of Councils on Census was held this afternoon in the Mayor's ollice. His Honor the Mayor, General Gregory, United States Marshal, a committee from the commer cial Exchange, and a committee from the Frank lin institute, were in attendance. Alter an interchange of views as to the best plan of obtaining an accurate enumeration of the peo ple of this city, and more especially tne indus trial interests and resources, Mr. Willits moved for the appointment ot a sub-committee, con sisting of three members of Councils, tbrea members of the Commercial Exchange, three members of the Franklin Institute, and three members of the Board of Health, to confer with General Gregory in reference to the census. The evidence before tho Howard Investigating Committee to-day was quite racy, and is said to be somewhat damaging to General Howard and his associates of the Kreedmen's Bureau. Fer nando Wood claims that he has already shown that Howard appropriated largo sums of money belonging to tho Frcedmen's Bureau to erecting the Howard University and for other purposes. Tariff Matters. Judge Churchill, of New York, made an orgu- ment before the ays and Means Committee to-day in favor of reducing the tariff on Cana dian wheat to ten cents per bushel. It is now twenty cents. The committee informed Churchill that tbey would not offer such an amendment to the tariff bill. New Mexico. The enabling act for tho admission of New Mexico will be Introduced in the Senate next week. It is thought action will be taken in that body earlier than in the Honse. Internal Revenue. A statement showing collections on tobacco in the Southern and Eastern districts of New York for the years 1808 and 18C9 gives an aggre gate Increase in favor of this year of $1,437,776. The aggregate lr crease in the collection of tax on fermented liquors for 18(19 over the previous year is f 122,820. No satisfactory calliper hav ing as yet been presented to the Commissioner of Internal Revenue to be adopted and pre scribed by him for use in the revenue service, there is still an opportunity for the manufacture of good instruments. A thinly attended meeting of the friends of tho ten hour law was held last night, and reso lutions were adopted declaring that as labor is the only source of wealth, it is entitled to legis lative protection; that the distinction between labor and capital needs to be maintained, in order that the interest of the former may not be obscured, and that a reduction of the hours of labor Is demanded by religion and humanity. Cook, Jr., by Roberts in the great game of billiards on Thursday last indicates an unaccountable loss of skill on the part of Cook, which is possibly due to the exclusion of the spot stroke. FROM THE WEST. The Fire at Median. Cleveland. April 15. Later reports from Medina, Ohio, say the whole town is burned. The fire originated in a wooden barber shop. The town Is built almost entirely of wood, and there were no facilities for extinguishing fires, hence the conflagration. There was a popula tion of about three thousand.
