At the fourth annual meeting of the JTebrew Charitable Association, recently held, the following officers were elected for the en suing year: President, Jacob Hunt; Vice President, II. Isaacs: Treasurer, Jacob Ephraim; Secretary, J. Lit. A meeting of the opponents of Indepen dence Square as a site for the public build ings wan held last night at Merrick and Market streets. A. II. Paul presided, and S. B. Poulterer acted as secretary. Speeohes were made by Messrs. Walborn, Carlin, Mau rice, Millwill, Wakeman, and others. A sug gestion of the Executive Committee that the Meetings be continued was adopted, and the Meeting adjourned to meet at the call of that committee. The Citizens' Association is circulating . petitions to Counoils which represent that the highways giving access to the city from the north, south, and west are in wretched order and condition, to the detriment of the business of Philadelphia; that Broad street, by its geographical position and its width, is destined to become the great thoroughfare of the city, north and south, and that Ohesnut, Market, and Callowhill streets are the main entrances from the west, and that these streets ought to be at once newly paved, at public expense, with the most de sirable materials and in the most substantial manner. Last evening Judge Strong was the guest of Attorney-General 1 . C. Brewster, at a pri vate dinner at Augnstin's. The guests, be sides Judge Strong, were Judges Thompson, Agnew, Cadwalader, Allison, Ludlow, Paxson, Hare, and Stroud, and Messrs. E. K. Prioe, George W. Biddle, Theo. Cuyler, General Collie, J. Sergeant Price, and lion. VTm. B. Mann. Speeches were made by the Attorney General, the distinguished guest, and Chief Justioe Thompson. The graduates of the Medioal Department, University of Pennsylvania, met yesterday afternoon and formed an association to be known as the ''Society of the Alumni of the Medical Department of the University of Pennsylvania." Commissioner Delano orders that distil lers must use no other blanks than those copyrighted by a New York house. It is supposed that Mr. Boutwell's fund ing bill, passed yesterday in the Senate, will be amended in the House. No disposition is evinced by the Foreign Relations Committee to come to an early de cision oh the San Domingo treaty. ! The Senate Appropriation Committee has cut down the Legislative and Executive Ap propriation bill a million and three-quarters. The President has prepared his proclama tion announcing tho ratification of the fif teenth amendment, but he will not make it public until Georgia and Texas are admitted. Sixteen indictments have been found by the Grand Jury of the United States Circuit Court of New Orleans against merchants and Government officials for frauds on the re venue. The passage of Logan's Army bill has dismayed the veterans of the army, whom it proposes to impoverish. It is reported that the President asserts he will veto it should it pass the Senate. Foreign Affair. France's demand to be represented in the (Ecumenical Council is contested by the Pope. The Belfast and Glasgow Chambers of Commerce protest against the present Ameri can mail service. Small-pox has rendered necessary the re moval of a large number of Parisian politioal prisoners from St. Pelagie to the Mazas prison. . THE SMIDT. Her Safe Arrival at New Yark-Caase of the Delay. Nxw York, March 11. The missing steamer Bmidt, which arrived to-day in forty-eight days from Bremen, reports having been obliged to make the passage south of Ber muda, in consequence of the engine break ing, which took twelve days to repair. , She had a succession of hurricanes for the first twenty days, and since had light winds and fair weather. When the machinery was re paired she could only be run at half speed, and hence the delay in the voyage. The Bmidt, of whioh Thiele, Motz & Co. are agents, left Bremen on the 22d of January. There is no end of conjectures as to the fate of the Citv of Boston, the other "missing" steamer. There is a strong hope now that Bhe may have put into the Azores, with these islands, it must be borne in mind, com munication is nnfrequent and uncertain, and days may yet elapse before an arrival from that quarter is reported. On the other hand,' however, the numerous reports of vessel passing over the trail of the missing steamer, as to the vast quantities of ice enoountered, , are anything but reassuring. The Bremen steamer New York, hence, at Southampton yesterday, reports passing many icebergs, noma of them of "mountainous uize. nail ins vessels at thia port, coming from Europo, make like reports almost every day. Her longest passage from Europe previous to the present was thirty days, and her longest from here twenty-fonr days. She was provisioned in Germany for the passage out and home, with the exception of frnh meiit, and has, therefore, simply been abort of the latter. Messrs. Thiele, Mot & Co. sent a tug with fresh provisions to meet her, in order that the pnsnengerB may enjoy a good dinner before leaving the vessel.
