A proposal to suspend the free schools in Nashville, on economical grounds, has elicited much condemnation in that city. In accordance with the Reconstruction Act just passed, Governor Bullock has convened the Georgia Legislature for the 10th of January. The following were the proceedings in Con gress yesterday after the close of our report: After' an executive session the Senate ad journed. In the House, some bills were presented, and speeches were made by several of the members, the time being mainly occupied in specchmaking. Both houses of Congress have taken a recess until January 10. The President sent to the Senate copies of diplomatic correspondence relating to the Ala bama claims since the rejection of the Clarendon-Johnson Treaty, it begins with a letter from Secretary Fish to Mr. Motloy.dated May 15, which announces the rejection ot tne treaty by the Senate, and states that the President, the Senate, and the overwhelming mass of the people are convinced that the convention would not have removed the sense of grievance, or afforded any real satisfaction. Further corre spondence from Mr. Fish follows, in which it is intimated that discussion on the pending claims may be reopened whenever the British Govern ment shall indicate a desire to do so; and on the 2.rjth of September a long letter from Mr. Fish gives an exposition of the causes of complaint of the Government of the United States agalust that of Great Britain. In this, the whole his tory of the case, from the Issuance of the British proclamation of neutrality on May 13, 1801, is reviewed, and a disposition is expressed to conduct negotiations with a view to an amicable adjustment, the President hoping that her Majesty's Gouerument will be willing to continue the discussion at Washing ton. C)n October 16, Mr. Motley informs the Secretary that Lord Clarendon declares he must confer with liis colleagues on the proposal to negotlato-at Washington. The correspondence concludes with a letter from Clarendon to Mr. Thornton, British Minister to Washington, dated November 15, in which regret is expressed for the rejection of the Reverdy Johnson treaty, and it is declared that her Majesty's Govern ment cannot make any new proposition or run the risk of another unsuccessful negotiation. It Is suggested, however, that the two Govern ments adopt such changes in the rules of public law as may prevent the recurrence between na tions that may concur in them of similar dilli culties hereafter.
