There was a lurgo claws of politicians and journalists nmong us who, throughout the wrnr for the Union, persisted in doubting or Lelittling every Union victory that they could not absolutely deny. The same class, by a curious coincidence, are now fighting the re duction of our national debt as though it badly hurt them. Sonic of them stoutly in sist, in the face of weekly purchases of Government bonds by the still overflowing Treasury, that the dobt is not in process of reduction. Mince November last, one hundred and llfty millions have been added to the huge and Intolerable load." Comments by the Tribune. Why should this enemy of tho national In tegrity and solvency go back to April 1, lHii.r, for a basis of comparison ? Richmond was then a Rebel capital; Lee still commanded a formidable, defiant Rebel army; Jo. John ston another; Dick Taylor n third; and such patriots as the writer of tho above extract were still predicting and protesting that tho Rebellion would never be put down. Tho Union had at that moment nearly one million soldiers and sailors on tho war path, to whom it owed at least two hundreds millions of dollars, beside ..ast Hums to contractors, etc., none of wnich figured in the official statement of tho dobt issued on that day. None of these soldiers and sailors could be spared from sorvico for weeks thereafter; many of them not for several mouths; and of course they had to be paid so long as they served, with a musteriny out bounty in addition, that swelled the debt by at loast fifty millions more. And yet this man talks of the debt as only twenty-four hundred millions at the close of tho war ! The twenty-seven hundred and fifty-soven millions reported on the 1st of September following was the amount of the liquidated debt, after deducting tho cash in tho Trea sury. Every ofliciul statement since made has been computed in tho same way. And why not? In what sense are greenbacks in the Treasury n debt? To whom are they owed? And why not regard tho coin in the national strong-box as balancing a like amount of outstanding greenbacks? We do trust haste will bo made in using that coin to pay oft' publio dobt. When the bonds have been called in, redeemed, and cancelled or deposited in tho sinking fund, it will bo hard to make even a Copperhead Lelieve that wo still owe them. So hurry up the use of the public money in payment of tho public debt ! Another carper says: "Mr. Uoutwell informs us that the sum of the public, debt on August 1, lsiilt, was JJ,4M.f0u,7;tr, :is per column 4. This shows a steady decrease against the sura similarly arrived at for the lour preceding months; In other words, that the debt has steadily fallen since he came Into otllee. To arrive at this result he not only deducts from the sum of debt the cash and bonds in the Treasury, and the premium ami accrued Interest on the latter, but the l'acilic Ititilroad bonds, amounting to sixty millions. To partially till the vast deduction thus made he a ids on the accrued interest of the whole debt, whi mi of course varies from day to iluv, but was, on the 1st August, l soy, thirty-tliree ami three-quarter mil Jious." Well, why not "add on the accrued inte rest ?" Do wo not owe it ? Must we not pay it ? What is public debt, if the accrued interest on our bonds, specifically payable in coin at an early day, is not ? So of the bonds advanced to the Pacific Railroads, Those roads are pledged to pay them, principal and interest; we presume they mil pay most of them. If any should default, the Treasury must make good the deficiency. Rut it will be time to assume that load when it shall be piled upon us. For the present, let us state our own debt by itself, and assume that of the railroads when we must. THE "WOULD" AND THE WOMEN. F'om the X. Y. World. When the World some time since ventured to suggest to our ndvocatos of woman's rights that their proceedings did not show as much sense as those of their English sisters, tho Jiivolntioii heaped foul scorn upon it for so suggesting. Hut the wisdom of the World Las been amply vindicated since. Here hare the women been holding a convention in Newport, where at this season the whole female population, resident and transient, is joined to its idols of dress and llirtution, and would, by a wise woman suffrage asso ciation, bo let alone until the lit had passed. Not only have they been holding a convention in Newport, which was itself an imbecility, but we are constrained and grieved to say that much imbecility was uttered thereat. For instance, they had the ambro sial Theodore Tilton as one of the orators, and, with characteristic irrelevancy, that hero brought Mrs. Stowe's article about Lady Ryron into his oration. Mrs. Stowe had just ruined herself, in the opinion of the convention, by writing it a letter advising it to "resolve"' some of the antiquated views of St. Raul about the right relations of men and women, and fparticularly to enact that "tho man is the head of the woman, as Christ is the head of tho Church." This doctrine, so monstrous and revolting to the stroug-unndea npprenension, was re ceived with a silent disgust which would have condemned Mrs. Sto.ve to eternal exile from the councils of the blest and breeched, if T. T. had only left well enough alone, and not been so insane as to intimate a uisap proval of her publishing the particulars of a story which is a tit-bit under the tongue of prurient scandal. Then, as was natural and inevitable, the convention rushed to tho de fense of t!:e authoress whom they would have abandoned, and turned on Tilton to rend him. As the poet Whittier wrote to Hie convention. "Nature is stronger tlian statutes or conventions," and the deep lnvA of cossii) implanted in Dm universal female mind choked the shallower fondness for suffrage. To woman, suffrage may be a whim, but scandal is a niiKKion. So Mrs. Stanton fiercely do- fended Mrs. Stowe, forgiving the heresy of that lady on the trivial and temporary subject of suffrage for her orthodoxy on the vast and eternal subject of scandal. That a man tl.ould endeavor to abridge the publication of scandal was too much, and the editor of the Independent wau a deRpised detractor, though sound on suffrage, while Mrs. Stowe, though shaky, so to speak, 0a BuH'rage, wan cLeribLea benefactor. question arises, Why was I the absurd Tilton, who revolts the prime in stincts of womanhood, invited to a woman's suffrage convention at all ? When the World advised the women to get mule advocates, it by no means meant that they should got Tiltons. No; it meant the kind of men that Mrs. Vosburgh spoke the other night of when she said that, after she had in vain impor tuned a whole corps of female compositors to sign a petition, a good-looking vouug took her paper, in pity, and secured everyjsig nature. Of such as he are the real coadjutors for the women of America. THE CIIINESE-RUELINGAME TREATY". From the X. Y. Herald. The telegraphic news which we published on Thursday to the effect that the Govern ment at rekin had refused to ratify tho treaty made by Mr. Rurlingame with the United States, must be received with a great deal of suspicion. It conies from I long Kong, by the way of London, and therefore through Rritish hands all the way. It has tho impress of tho old Rritish party in China, which has boon bitterly hostile to Mr. Rurlingame and his mis sion from tho first. As to all the talk about tho mission being inimical to tho Chinese people, it is balderdash. The parties who make such representations mean by the people of China themselves, and perhaps a limited number of Chinese at Hong Kong and tho seaboard towns as well. And it is possiblo that there may bo in the empire a considerable party of old Chinese tories, which opposes any progress or innovation. Rut l'rinee Kung. tho enlight ened statesman who appointed Mr. Rurlin game and gavo him instructions what to do, is still tho Regent of China, and we know that the government there is absolute, at the same time that it is paternal in charac ter. We believe Mr. Rurlingame is too saga cious to exceed his instructions or to do what would be inimical to the Government he re presents. Indeed, the objection made to him here and in Europe has been that he was too much of a Chinaman. Then, these reports are more doubtful when wo consider that tho treaty with the United States was made fifteen months ago and that the text of it must have been in tho hands of the Chinese Government a year, or nearly so. Would it take a year for that Government to come to a conclusion on such an important mntter ? Would Mr. Rurlingame have been permitted to go on all this time making treaties similar in character with the European powers ? Such a suiposition is incredible. Nor can we believe the report that the American Minister at Rekin. Mr. J. Ross Rrowue, has expressed himself in tho manner staled with regard to tho Rurlingame mission. No man in his senses in his position would have been guilty of thus acting against the interests of his country and the liberal policy inaugurated by the Chinese Embassy. Th whole story has on the face of it the stamp of a Rritish canard, emanating from the old opium smug glers and enemies both of the United States and Chinese progress. We must regard it with great suspicion, and wait for further news before coming to a decision. THE ROYAL GRANDEUR OF ROBESON. From the X. Y. Sun. There is pleasant news from the United States pleasure steamer Tallapoosa. It reached Roston on Wednesday, by way of Newport and Naushon, with Admiral l'orter. General Sherman, and Secretary Robeson, all safe and well, on board. The telegram which reports their happy arrival in Roston also informs us that the party stopped for two days at the island of Naushon, the beautiful summer residence of Mr. -lohn M. Forbes. This visit must have been a delightful variation from the tedious routine of official duly in the oppressive climate of Washington: and the taxpayers, who pay something like a thousand dollars a day to run tho Tallapoosa, will also be do-li-litcd to think that their money they make it without labor or privation, of course is able to contribute so much to the happi ness of those high officials. The only thing (hey will regret is that the cost of the Talla poosa to tho national Treasury is so trilling. If it were only ten thousand dollars a day, it would not be too much for the glorification of so ;;icat a man as Secretary Robeson. Tho New Voik Tinas has certified that General Givnt is a sovereign: and as Secretary Robe son is one of his Cabinet ministers, it is not too much that he should have a vessel that the people own and pay for to travel about in on his pleasure excursions in genuine royal style. It is true that some poor men who have hard Work to pay their taxes, and some mean men who do not admire all this hicrh official splendor, may grumble; but what of that? ilu y are not worth minding. 1 Vrhaps. however, bet ore the Senators de cide to confirm the nomination of Mr. Robe son as Secretary of the Navy, they may wish to inquire into his authority to spend a thou sand dollars a day of tho people's money in his summer pleasure trips. We can assure the honorable Senators in nil seriousness that this subject needs investigation, and that such royal airs and royal extravagance as Robeson puts on need rebuke. It is bad enough to have every member of the Execu tive away trom the seat eii government; but to have them sailing about in public vessels at the public expense, like so many princes of tho blood, is an insult to the publiu pa tience, in which Senators will do well not to become partners.
