Drar Tf.legr aph: Having made my Will (which I have had all my life, my wife being amiable), and my Life Insurance policy Is in a Company that allows its "feeder" to travel, I bade an impressive farewell to my family, and started in pursuance of your directions, to visit the noted Watering-places on the Jersey Coast. I accordingly wended my way to Vine street wharf, with the object of shipping to Cooper's Point, N. J., and thence by rail to Brown's Mills, which I was assured was delight fully situated upon a large and clean sheet of water, and that it was a fashionable resort and many of the big bugs put up there. This latter item is undoubtedly true. After providing myself with plenty of leisure and a very strong trunk, I started by the Race and Vine Street Hailroud for the wharf. (N. B. I preferred the llace street line on aeeouut of its aquatic nomenclature.) 80 distracted has been my mind since my arrivals at "The Mills," as the tavern by the bullfrog pond is most courteously called, that, to prepare you anything like an authentic ac count, I must resort to my Diary kept upon tho route. Saturday, 3 -SO P. M. Arrive at Vine street ferry. The steamship "Arasapha" (which I suppose is the Indian name for sassafras) lies in the dock; the ferry-master lies as he tells the time of starting. My trunk is thrown off the car, when a stout Hibernian seizes it and throws it into the gutter. Two boys roll it back to him. Jle then pitches it into the truck upside down. I feel like pitching into him. but don't. Think of my jar of brandy peaches, and wonder if the cork is tight. Say nothing, however, as, from the stout Hibernian's truck and badge, think he might be a detective in disguise, and know the futility of remonstrance with such. 3-35 P. M. As I am about paying the Ferry- master, I am collared by the Hibernian, who de mands twenty-five cents. I conclude to pay it. N. B. In my dreams last night I dreamed I was in sunny Italy, and was attacked by a brigand The dream was no doubt suggested by my rough iisnge. At the Ferry. 3-40 P. M. The stately steamer leaves the Wharf freighted with one funeral train and three charcoal wagons. During the passage there was a passage-at-arms between the Hack drivers, touching tho precedence of bereavement. We double the point of the sand-bar, above Smith's Island in style. The charcoal horses and drivers go to sleep. 8-50 P. M. Arrive at Cooper's Point. Much hilarity caused by horses stepping on passen gers' toes. The Jersey Brigand-of-the-Truck abusive of everybody, evidently consid ering himself defrauded in that the collin of the undertaker's team was not consigned to tlm. General stampede to the depot. Brigand dumps truck in Baggage-room. Baggage-Master and assistant perform feats of strength and dar ing, throwing heavy trunks at each other's heads, and dodging them with much agility. "Watch with interest A Series of Experiment n tho comparative btrength of my trunk and another person's trunk. Remark with pride that the other person's trunk breaks first. As sistant brings in a new trunk, when mine hows signs of giving away. Wonder if this one has brandy peaches in it. Also wonder which will coBt least, to have another lid put on my trunk, or buy a new one. A good questlou for a debating society. 4-10 P. M Ask if It is not time to start, as I want to got to Brown's Mills before dark. Con ductor looks at me, and says, "Where do you want to go ?" Answer, Brown's Mills, N. J. Jle replies, "Wrong Depot; take Mount Holly Toad, lower side of Market street, Camden." Grand rush of myself and a few others for Market street, distance one mile. Great speed, under tho idea that the train will start as ndver tlsed, 410. Arrive In ihU (Inlpr. Suggest to this Baggage-master, that trunks, as well as tubs, were intended to stand on their own bottoms. B. M. throws at me a box marked "Glass, with care," and tells me to go to hyphen and mind my Blank business. 4-35 P. M Ask conductor of tho Mount Holly train when the train will start. He looks at his watch and says, "Pretty soon, now." 4.0 P. M. In reply to numerous inquiries, the conductor responds that "We'll get off very shortly, now." I remark that "If we don't start ri'jht awn; we shall lose the rvjht o'lca;." Con ductor says, "Oh no, plenty of time before tho market train's due." Mv joke lost. N. B. This conductor don't read the "Supper Tabic Series." 515 P. M. Practical joke 011 part of engi neer, who starts train ahead about fifty yard. Intense excitement among the passengers. Engineer suddenly backs train again, upset ting an old lady aud causing much confusion. 5-fiO T. M. Conductor says wo shall start very soon, now. .My trunk gets into my head and causes me much uneasiness. Have a vague suspicion that my check belongs to the other person's trunk. Think I'll go aud sec. Fiud kerosene can (flattened), a kit of mackerel (with head out), two large caskets of spoiled tomatoes, snd an irou bedstead piled on my trunk. Ask Baggage-master if my check is right, lie says he don't know, and what's more, he don't care. 6-30 P. M. Conductor calls out "All aboard!" and informs me confidently that we shall start Tery shortly now. As many passengers as the train will hold secure scats: the rest stand in the smoking-car. Short skirmish between Baggage- Master and late arrival, with portmanteau. L. A. wants to put portmanteau in baggagc-cir. B. M. says he'll be soincthiug profaned if he's agoin' to take any more baggage ou this train; so there now, 'taint no use o' talkiu' ! 7'Ofi P. M Thermometer 1M. After two or three false starts, we are at last fairly off, at the rate of at least six miles an hour. Small boy goes through the cars with watering-pot, and sprinkles passengers, to lay the dust. Bigger boy follows with Evesino Tei.f.g iuph and other papers. Everybody buys Tni: T F.r.i:c.n vvir, and gotnl humor prevails for the next half hour. ' 7'30 P. M. Train stops beyond Merehautville to allow the conductor and brakesman to pick blackberries. Passengers descend and hold desultory picnics by the roadside. 8-10 P. M. En route again. Stout elderly party observes to conductor that it's an infernal shame, sir we were due at Mount Holly two hours ago, sir. Conductor says, "That's nothing; make it up between here and there !'' 8-30 P. M. Getting dark. Our iron steed is rushing through tho night with appalling speed. Unprotected female asks brakesman If there "ain't no danger In seootiu' so fast?" Brakesman responds that, "Lor bless her, no; they heo made fifteen mile an hour aforo now." 10 P. M. Awakened by the conductor, who informs me that the train don't go no further, and that I must hurry up and take tho stage for Brown's Mills. Ask him if it isn't very lato. He replies that we are a little behind time this afternoon (?), but the weather 's pleasauter than in mid-day. As I set foot on lerrafirma, a dark o'vject Hies through the air and lands in a gutter of tho waste water from the hotel kitchen. It is My Trunk ! A commodious stage and very incommodious steeds are in waiting to convey us to tho "Mills." I secure a place on the top. Below you have my first appearance on Tlic Slnp, on my hands and knees, and ride in this position, nine miles to the "Mills." Here my diary ends. I was taken off the top asleep, and handled like a "specimen" intended for tho Academy of Natural Sciences; and en cased as I was, when I awakened in the morn ing, in perspiration and dust, I was not very un like an antediluvian specimen. Tho Select and Common Councils of the City of Philadelphia do ordain, That the Mayor of Philadelphia be and ho Is hereby authorized to bor row, at not less than par, on tho credit of the city, from time to time, seven hundred thousand dollars for the payment of ground rents and mortgages held against the city, for which interest not to exceed the rate of six per cent, per annum shall be paid, half yearly, on the first days of January and July, at tho olllce of tho City Treasurer. The principal' of said loan shall bo payable and paid at the expiration of thirty years from the date of the same, and not be fore, without the consent of the holders thereof.; and the certificates therefor, in the usual form of tho cer tillcates of city loan, shall be Issued In such amounts as the lenders may require, but not for any fractional part of one hundred dollars, or, If required, in amounts of five hundred or one thousand dollars; and it shall be expressed in said ecrtitlcates that the loan therein mentioned and the Interest thereof are payable free from all taxes.
