A commission has ar rived herefrom 1'rlnidad, and had an interview with the Captain-General. They made com plaint against Patlno, Governor of Trinidad, to the effect that he was acting disloyally ; that he purposely sent troops to places where there was no enemy, and that, in their belief, he has sold himself to the insurgents. Similar accusations have been lodged against Mondano, Governor of Villa Clara; aud Colonel Menduma, commanding the forces in the held, near Kemedios, is charged with open complicity with the insurgents. Select Branch Wni. S. Stokley, President, was In the chair. The Chair submitted a communication from the rha nlx Hose Company. It urges the repeal of the lire badge ordinance, on tbe ground that the badges came Into the hands of unauthorized persons, and that the object of their use bad been perverted. AIbo, a communication from tbe Philadelphia Cemetery Company, asking that Paasyunk road may be put in good travelling condition. As it now Ut, the communication suggests, the road would compare, without discredit, to the finest corduroy in the mud of Virginia. Also, a communication from the Board of Health, transmitting the act of Assembly relative to the cleaning of the streets of Philadelphia, and also announcing that the Board Is ready to comply with the requirements of the law. Mr. Barlow submitted an opinion by the City Solicitor upon the recently enacted law. He argues that the eilect of the act is to transfer from the Highway Department to the Board of Health the entire control of the work of cleaning the streets; but, as far as it relates to the existing contracts awarded by the city, it is invalid and inoperative. Where there has been an actual abandonment of a contract that section of the city is opeu to a new contractor, but this relieves neither the defaulting parties nor their sureties from any action for damages. Mr. Barlow offered a resolution requesting the Mayor to annul the contracts of Henry Bickley. K. S. McGlue and Alex. Reed for cleaning the streets, the amendment to take e fleet on April 1, and to rav to each of the contractors the amount then due to them under their contracts. The resolution, on motion of Mr. Barlow, was retcrred to the Joint committees on Jaw and Health. Mr. Barlow presented a petition from citizens of toe r irst ward praying tor an appropriation tor the erection of a grammar school in that ward. The resolution from Common Council, restoring to service the Globe Engine and Independence Hose Companies, was concurred in. An attachment was issued for Mr. Bird, and the accused was held in $1000 for a further neurit p. A charge of embezzclment as con signee to the amount of $275 was made by Lewis G. Graff. It seems that thirty-four bushels of cloverceed were consigned to the accused by a man named Henehaw. of Ohio, which was sub sequently consumed by lire. The amount ot the insurance was paid, ana the claimant aid not receive any portion of it. Mr. Graff was empowered to collect the amount of the bill, and failing to get it, commenced suit.
