t THE DAILY EVENING TELEGRAPHPHILADELPHIA, THURSDAY, OCTOBER 8, 18G3. TTomen Students in Russia. The rail Mall Gazttte Baya: "It has been Stated of late that a University for women U about to be founded in Russia. Suoh is not exactly the case, but It la true that publio classes for female students will probably ba organized there before long. During several years the leotures delivered by the professors of the University of St. Petersburg were open to the public; and this privilege was so appre ciated, that during the oourse of 185D and 18G0 between two and three thousand persons regularly attended them, and among these were a great number of women, lint tbe year 18(!1 brought with it those student dlatubanoas Which resulted in the closing of the University; and when it was reopened new regulations had been made, by which women were ex cluded from its classes. The only subject which they could now study In publio was that of medicine, for the medical faculty in St. Petersburg forms a separate academy, Inde pendent of the University. A number, how ever, of the female medical students went abroad, especially to Switzerland; as, for in stance, Mad' lie Buslof, who recently obtained a doctor's diploma from the University of Zurich, and who has subsequently reoeived permission to practise at St. Petersburg with the privileges acoorded there to foreign medi cal practitioners. "During the present year an important agitation haw taken place among the women of St. Petersburg in favor of publio instruction. Several (iei tuan newspapers have stated that a petition bearing four hundred female signa tures has been presented to the Minister of Publio Instruction, praying that classes might be opened for women in the University, and that the Minister has refused to grant their prayer, considering their tendencies to be 'nihilistic' But in reality no such pet tion has been laid before him, the Kussian Govern ment not favoring such demonstrations. What really has occurred is this: more than even four hundred women have sent letters first to the council of professors, and then to the reo tor of the University of St. Petersburg, beg ging for permission to attend the lectures on I hilology and natural science, and offering to pay for the privilege. Tue council replied that It 'fully sympathized with their wish, but that the public classes were closed against them by law.' As regarded the opening of the new classes, however, the professors would be 'perfeotly willing' to give lectures to them, if only the intending students could obtain the necessary permission from the Minister of Publio Instruction, and fitting accommodation could be provided for them. There the matter rests at present, but it is understood that measures are being taken to obtain the requi site permit sion, and it is expected that, if the classes are opened, they will be attended by a very large number of female students."
