Colonel lirown was In the confidence of the Cluef Justice daring the period that he had under consideration the overtures made to bin by the progressionists of the Democrats party, and ho gives calmly, clearly, and lully, the hiftory of the connection of the Cntet Justice with toe New York Con vention, explaining the motives of Mr. Cnaso, and the purpose and strati gy of bis triends in the Convention, and detailing the pact taken by flovernor Besmour, and me m'-ans employed by the reactionists to defeat Ctiase with Beyaiour. We quote a few pa-saire?, which show the craft 01 Heymoor and friends: At night, on the 8ih of July, Mr. UorV.lo Sey mour still protested that he was tor Mr. Clime; bat Mr. Cha9e had mends who doubted Mr. fcejmour's sincerity from the first, and who be Lereo that he was acting with duolicity. To be sure that Mr. Seymour was sincere, it T?as arranged beioie break last ou the morning ot July 9 That he should be put in nomination by a mend of Mr. Chafe's, in order to force hi in from cover, and compel him to reveal his true policy. On the very ballot that ho was nomi nated, his name would have been put, before the Convention by a geutlemau from a Southern State, who Is jout)-', intellectual and courageous and who was a warm advocate of Mr. Cause's nomination. The onject of this "movement" was to c reumvent Mr. Setnour's treachery, if ho intended any; but it was defeated by the superior itratepy ot the leacUooists. The only hope they nad after Mr. Pendleton's defeat, was ta ecure a weak, nervous, cowardly man the first plnce ou the tuirit, and to nomi nate a bold, couraeeou, Mronu willed rcictiou 1st for the Vice -Presidency, aod in this attempt they succeeded so perfectly as to excite my ad nutation ot their tact, skill und couruge. It wm arranged at the meeting ot the progre9sioniat to which I have referred, that a pennon which had been prepared by a Herman id, tor from Wisconsin, and which had been signed by nearly cvry German editor ihen in New York city, Baking for the nomination ot Mr. Chase, should be read to the Convention by Mr. bevmour, a its presiding oflicer, ho having previously de clined to nominate Mr. Chase himself on the ground that be was the ('resident oi the Conven tion; but 1 have been told by a gentleman now liviig In New York city, and whoso veracity I have to reaou to question, Ibat ou the morning of Juiy 9, a short tune before the Convention met, Mr. Seymour read to him from the manu script a very chaste, neat little speech, whicl he paid Le would deliver to the Conveution when Sir, Chase's name was brought before it, and be believes Mr. Seymour had mac speech in his pocket when he was nominated. Belying on Mr. Seymour and the New York delegation, the progressionists met in the Convention on the morning ot July 9, full of hope in tbe success ot their plan. But a counter movement had been going on. This was the same. These men, determined, with the aid of tbe Southern Rebels, to capture Horatio Seymour from the progre.-siouis s and nominate him, knowing that this would so demoralize tbat faction as to give them absolute control of the Conveution, and thtt not a voice would be raised when they brouaht forward their own man for tbe Vice-Presidency, who bad already been agieed on by the Teactiotist. It was the most sucresslul movement ever made in this country in a national convention; but it was a forlorn hope; any more couraee on Mr. Bey lnour's part, any thought ot how great men act in trying emergencies, any refleciion on his part ot the retoluilou displayed oy Ceesar ac the Bubicon, by Hubs at ttie stake, by Grautat Vicktrurg, and any desire to emulate tbe example of there great men, would have covered the revolutionists with overwhelming defeat. But they knew well their mau. Ohio led oflf . Mr. Keyn our rose to his feet. Tbe stilluess of death filled the great ball. Mr. Seymour, trembling with excitement and failed with fear, stood and pleaded for his character. It was a piteous siuht. Tbe poor man told ot his promises: that when lie had refused the use of bis tame he meant it, fiid tbat now his honor forbade it. Think tf this my hearers! Ohio returned to the charge; the Rebel throughout the hall raised tbe same wild ana savage jell with which llmnp'ou and For rest had fo often chareed the soldiers of the Union. It whs too much lor Mr. Heymour. Braver men than he had quailed before that battle cry; he he-Hated, he yielded, then tied ipnomini'ously from the con. All whs now over. The demoralization ot the progressionists was complete, and the Bebels held it their own way. Hence, an unpnrdoaed Rbel soldier could rise lo his leetaud propose the name of Francis P. Blair. Jr., tbe very prince ot revolu tionists, as the Vice-President of tbe nation this same Kedel bad fought to destroy. Kebels again triumphed; the dt ed was done, and wnen the Convention adjourned, tb.; happiest men in Nsw York citv were Ueneial William Presion, Gene ral Wade'Hampton, aud Geueral N. B Forrest, and they had good reason to be so, for, in the heart ot the great North, they had achieved the greatest political victory of the present genera tion, and had dme their wortf wisely aud well. Thus, through the cowardice of one poor, weak man, perished tbe faire-t and most aunpiclous movement in behalf of liberty and progress that this country has witnessed since tbe old bell at Independence llali proclaimed tbe birth of our nationality. To elect Mr. Seymour President would not only be ridiculous, it would be criminally so. With the restless spirit of Frirk Blair hovering over him, surrounded by bold, strong-willed men like McCook. tJampion, Forrest, Semmes, and Vallaudighani, he would oe giverned like a child. Like IloUpui's btarling, he wouid be tanght what to say. and he would say it. In thr;e months after bis iuaueuratiou be would iiot know whether he was iu the White liouse or In bedlam, whether he wa9 tbe first maeistrato of a mighty people, or a boot-black on Pennsyl vania avenue.
