Kersey, KtaallcroHS, and Duffy, of Select Council, and Ray, Palmer, ihompson. Martin, and Evan, of Common Council) reached here this rooming at t4 o'clock. After breakfasting at Wlllard'a General Sheridan was informed of the arrival of the Committee by Major Clayton JrlcMlehael.of hla stair, and the General Blenl ed hie entire willingness to receive them. After a pleasant half hour with General KherN lan the Committee were taken to the Eobitt House and were introduced to General Sickles, who received them very cordially. General sickles Imparted considerable information about allairs in the Carolinas, and ex pressed the confident belief that nothing but military rule, properly administered, could ever produce a healthy tone of Southern politics aud society. He said that the people of the Caroliuns were dally learning that their only hope was in the recent acts of Congress, as far as their future welfare was concerned. The negroes know now that they were protected, anil were willing to vork for their old masters, whicti they would not do nnder the old whipping system abolished by him (Sickles). After the interview with General Sickles, the Committee proceeded to inspect the Capitol, and will leave for I'liiladelphla this evening. During the afternoon the Committee will visit the Virginia border, and will probably call on General Grant and other notables. , Personnl. Secretary Welles, General Hancoclr, F. P. Blair, Sr., and Hon. Edmund Cooper, of Ten nessee, dined with the President yesterday (Sunday).
