Tne Headquarters at National Guards' Hall. The National Guards' Hall, on Race street, between Fifth and Blxtn, has been selected as the general headquarters of all tbe societies during the continuance of the festival. To pre pare it for these purposes tbe Interior and ex terior have been elaborately decorated, at an expense of about $2000. On the railing in front of the gallery at the rear of the hall there Is a large glided harp, adorned with roses and sur mounted by an arch of silver stars, Below this Is a crimson curtain fringed with gold, and the large trl-oolored shield of the United States. At the rear of the gallery are lull-length por traits of Mozart and Beethoven, the one reclin ing his head upon a desk, the other standing erect. Surround in if each is the representation of a large wreath of evergreens, entwined with bands ol different colors, on which are inscribed the titles of the principal operas and oratorios of these great masters. On the wall to tbe tisht. as you enter the hall, are similar representations ot Haydn, Men delssohn, Schubert, Gluck, and Mejerbeer. To the left are the portraits of Wagner, Haudel, Weber, Abt, and Bach. These are tbe produc tion of Stoeckhardt, of New York city. Tbe Prize Concert on Tuesday Evening, to be held at the Academy ot Music, will deter mine tbe ouestiou as to what societies are to be the recipients of the prizes. At the two last festivals, the first prize has been awarded to the Sirrperbund ot this citr. but on this occasion none of the Philadelphia societies will euter into the competition. The prizes are three in number, consisting of a silver goblet, a beauuiui ciecoratea Dann er, manufactured by Klein, of New York, and a handsome sash and banuer. The first of these, the grand prize of the festi val, is of great intrinsic value, being sixteeu inches lu length, and of the most elaborate manufacture. The ornamentation is very fine. This fine specimen of the silversmith's art was manufactured by George Sharpe and Christian Laug, of this city, and Is certainly a credit to the ingenuity and workmanship of Philadelphia mechanics. Major Whittlesey, of the regular arm v, has, under the direction of General Grant, and by special order of Becretary Stunton, after con sultation with the authorities of the principal colleges of the United States, matured a plau lor the introduction ot a system ot military la- struction into the colleges. The plan proposed by Maior Whittlesey is in the loroi of an Act, which It is expected Con giess will pass at an early day. It provide that upon the application of any established college having the attendance ot two huodred students, tbe President of the United States shall detail an army officer to act as a military proiessor, ana wnne so empioyea to naveiue rank and pay of a lieuteuant-colouel, if he has served twenty years in the army, and if he has the rank and pay of a major. The President shall likewise detail a compe tent lieutenant ot the army to act as mili tary assistant. Whenever any college has esta blished a course of instruction In military studies, this act provides thatth enecessary text books shall be issued gratuitously to tne stu dents, and a suitable collection of military books ot reierence be auaeu to toe coiiege library, and military maps, models, eic, bo furnished lor the lecture-room. The course ot study is to comprise "Instruction In the Theory of Ordnunce, Projectiles and Gun nery, in Military Engineering, in Military j,aw ana tne rracuce ot courts juaruai. and in the Art of War." It is provided that from each class as it graduates hve shall be selected who have distinguished themselves for general proficiency in the collegiate course, special attainments in military science, ana ot good moral character and ol sound health, and that the names of thee five shail be publisher in the Army Register, and that one of the rive shall be commissioned as a Second L'eutenant in the United States Army, upon precisely ihe same footing as sraduates ot West Point. The Plan has beeu presented to the Faculty ot Amherst College, and has received their approval. The Trustees are to act upon it ut the present Commencement. Exterminating tbe Indians.
