Obituary. ' last evening lion. James M. Wayne, Asao r elate Justice of the Supreme Court of the United States, died in Washington city. For the third of a century he has held his seat on the Supreme Bench, having been appointed by President Jackson in 1835. lie was born In 1785, in Savannah, Georgia. He graduated it Trinceton, and came to the North to pursue his law studies. On the completion of his Studies he returned to Georgia, and was elected to the State Legislature. After serving for two terms he was chosen Mayor of Savan nah, and on resigning that office was elected Judge of the Superior Court, which position, he held for six years. In 1829 he was elected Representative to Congress, and proved him self a hard-working as well as a clear-thinking member. lie was a warm and consistent advo cate of General Jaokson, and was rewarded for his fidelity by being appointed to the high 'position which he has held for thirty-two years. His death leaves no vacanoy, as the recent law of Congress reduced the number of Judges to seven, so that there yet remains two more than the required number. Justice Wayne was the ablest admiralty lawyer at the American bar. . At Henderson, Ky., yesterday, the Hon. Logan W. Powell died unexpectedly. Mr. Powell was a member of the United States Senate from 1859 to 1865, and took an active part in the debates in that body. He was elected as a Peace Democrat, and faithfully expressed the sentiments of his party by con stantly opposing every war measure to which the assent of the Senate was necessary. He was born October 6, 1812, and graduated at St. Joseph's College in 1833. Studied law at Transylvania University, and was admitted in 1835. In 1836 he was a member of the Legis lature ; was Presidential Elector in 1844 ; was Governor of Kentucky from 1851 to 1859 ; and came to the Senate in 1859. He was a lawyer of considerable ability, although not much of an orator. Hon. Charles Denison, member of Congress rom the Lebanon District, died a few days since. He was born January 23, 1818, and graduated at Dickinson College in 1839. Prac tised law for twenty-five years without en-, .gaging in politics, was eleoted to the Thirty eighth Congress in 1862, and was re-elected in 1864. He was a war Democrat; and gave his assent and vote to many of the war measures. ,At the time of his death he was a member of the Fortieth Congress, and there therefore exists a vacancy in the Pennsylvania dele gation. A telegram yesterday informed ns that Antonio Lopez de Santa Anna was shot in Mexloo by the partisans of Juarez. He was lorn in 1798, appeared as a soldier in 1821, and since that time until 1855 has been con tinually ascending the throne of Mexico and Immediately descending therefrom. He has Leaded no less than seven successful revolu tions, and his tragic death ta a fitting termina tion for bo adventurous and reckless a career. , Another Public Murder in Mexico. Thb new Government in Mexico, with Juarez at its head, seems determined to make itself as obnoxious as possible to the civilized world. The base, cowardly, and cruel murder of the late Emperor Maximilian has just been followed by the murder of Santa Anna. It will be re membered that this old man was, a few days since, seized on board an American vessel, forcibly abducted in spite of his own protesta tions and those of the captain of the vessel, and carried upon shore; and now, after a short confinement, has been shot. Of course, the excuse is that he has been plotting against the blood-thirsty savages who now call themselves the Government of Mexico; but the fact re mains that he had not oommltted a single overt act, and certainly after his arrest was powerless for harm. Murder and blood are now holding high car nival in Mexioo. The empire of Maximilian has been overthrown, but it would be a false hood in every respect to say that a republic has been established in its stead. No I it is a despotism of the most cruel and bloody character. ' An able financial writer, referring to the price of our bonds in Europe, expresses aston ishment that 'the English prefer to pay 94 for their consols, which yield only 3 per cent, in- terest, instead of buying Amerioan securities at 74, which bear 6 per cent, interest." The thing la not so ' amazing when we consider the stupidity of the British mind. It must not be forgotten that, even to this day, the only kind of United States bonds willingly received abread are the first issue of the 6-20s, they beintr the first thrown on a foreign market; and as the mind of J. B. la capable of grasping but one idea, the 7-30s and 10-40a are neces sarily excluded. Military Okficebs Emdorsbd. The House of Representatives has promptly passed reso lutions endorsing the administration or uene- rala Sheridan, Sickles, Pope, and Schofleld. The Democratlo members voted against the resolutions. These gallant officers will be en couraged in the performance of their duties by this approval of their oourse oa the part of the peophj'a representatives. A Wise Decision. WniLR according the utmost purity of motive to those members of Congress who desire to have business of a general oharacter transacted at this session of Congress, we must approve the decision of the majority to confine legisla tion to the one subject of reconstruction. The responsibility for the present session now rests wholly with the President, who by his nullifi cation of the Reconstruction law rendered a session necessary. We hope Congress will do nothing to shift that responsibility from his shoulders to their own. The country needs repose. Constant political agitation beoomes distasteful, and at the present time is attended by more or less deraugement of business. The country will sanction such legislation as may be necessary to give full effect to the Congres sional plan of reconstruction, but beyond that the popular sentiment will not justify Con gress in going at this session. The racific Railroad. Despite the Indian war, the building of the Pacific Railroad proceeds apace. The Omaha Line has just added to itself another Bection of forty miles, which extends the road to the dis tance of 335 miles from Omaha. This line ia now well up to the base of the Rocky Moun tains. It has brought Denver to within about thirty-six hours' ride of the railroad by stage, and has shortened the trip to Utah and the mountains by several days. It is very unfor tunate that the Indian troubles have been so severe as to almost entirely check the emi gration to the Territories of the interior, which would otherwise have been greatly stimulated by this rapid building of the railroad. The Kansas branch is also being rapidly built, and the completed portion is already doing a very handsome business. The Wheat Harvest. The recent hot, dry weather has been very favorable for the in gathering of the wheat crop, which ia now in process over a large portion of the United States. The crop for the present year is already estimated at two hundred millions of bushels. In view of this fact, the prices of wheat and flour are still extravagantly high. The Committee for the dedication of Antietira Cemetery have requested the poets of the coun try to compete in furnishing a poem for the occasion, the productions being "of not less than two hundred lines each." We would sug gest that the limit be the other way of not more tbau two hundred hues each. Quantity is far less difficult to procure in poesy than quality, and when once the poets have begun to draw from Helicon it Is a hard matter to turn off the stream.
