Lemon Hill, consisting- of about forty. Hve acres, which was the earliest purchase for aid park, cost 75,(HX). The deed of conveyance for it bears date August 3, 1)1. Second. Bedgely, on the north end of the Lemon Mill tract, containing thirty-three acres, was pur chased from Ferdinand Dreer by an association of citizens, March 3, 1857, for the sumof IW.wjo, and was conveyed to the city by debt of Hl.ouo, mak ing the cost to the city at the time ot said convey, ance 7,5i)0. Subscriptions since made available have, however, reduced the said cost to 865,000. Third. The ground north of Sedgley, containing eight acres and seventy-four perches, was bought In 1M3 for the use of the Spring Oarden and North ern Liberties Water Works at a oost of S70.000. Fourth. The wharf or dock property between the Falrmount Water Works and Lemon Hill tract Cost 55.0t)0. The report of the jury assessing damages for this property was confirmed by the Court, March Sth, Fifth. Landsdowne, containing 153 acres, was conveyed to the city March 1, 18tt7,and cost S4,861. Sixth. AstotheFairmount Water Works grounds I have thus far been nnable to procure full Infor mation, aa the gronnds have been acquired In dif ferent pieces or parcels and at various dates. It appears that the first ground was purchased for the use of the steam power works In 1812, and cost the - - - SI6.B67 The second pnrchase, In 1815, cost . 16,607 The third purchase for an additional re servoir, cost - - . 12,000 Ground for the mill race, . . 4,000 Purchase of 12 acres of ground, in addition and on the north side of the works.and reservoir, and between them and Coates ' street, cost . ,... 67,500 Or a total of ... $116,834 A these gronnds were purchased for water works' purposes, there may be a question whether their cost should be included as part of the oost of the Park; as, however, they practically constitute a part ot the Park, I have thought it proper to em. brace their cost in the above statement. The total cost of purchases of lands for that por tion ot the city property popularly known as Falrmount Park would therefore seem to be about Jfl02,b61. Lugar, Lieutecant of Park Police, submitting a report as to the condition of the Falrmount Park and the Schuylkill water, which was read and referred to the Committee on Plans and Improvements. A communication was received from Abraham Stewart, Assistant Clerk of Common Council, cer tifying to the passage by Councils of an ordinance to make an appropriation to the Park Commis sioners and to authorize a certain transfer, which was read and referred to Committee on Finance. Mr. Price, chairman of Committee on Land Pur chases and Damages, reported aa follows, vix.: The Committee on Purchases report, That they have ordered service of the printed circular pro duced before the Commission to be made on all the owners within Park boundaries on the west side of the Schuylkill, authenticated by the signature of -their chairman; such service to be made at the. same time as that in behalf of the commission de claring the grounds to have been taken by the city under the aot of Assembly. ' Mr. Cuyler, from the Committee on Plans and Improvements, ottered the following resolution : Resolved, That the Commission approve the ap pointment of Mr. Samuel L. Smedley as surveyor and draughtsman, at a monthly salary of St 70, and ot Mr. Charles O. Summertleld, as assistant sur veyor, at a monthly salary of 4100, and these have authority to complete their corps by appointing two chainmen and a stake driver, to each of whom shall be paid a monthly salary of $00, whloh was read and agreed to. Mr. Kemak moved to recommit to the Commute a on Plans and Improvements all that portion of the report which relate to the extension of the Pork. Agreed to. - - The Executive Committee reported by minute. Mr. Cuyler moved that the Commission accept the invitation of the Undine Barge Club for Wed nesday afternoon next at 4 o'clock. Agreed to. As we have Tetounled before, Councils appointed recently a special committee to Investigate numerous com. plnlnts as to the conduct of aanltaiy officers, pur ronlng to have been in the employ of the Board of health. Messrs. Kamerly, Cattell, Bardeley and Hetzell were present. The first witness sworn was Oeorge D. Wether, ill, Eeq. His statement Is this: I reside In Walnut street, above Seventeenth ; had some cesspools cleaned last summer; after the 1st of June I re ceived notification to clean three; one was In Fil bert street, above Broad; this work cost me be tween forty and fifty dollars; two families lived tbere; the well was a large one; in one of the in stances there was yet three feet to fill up; a great deal of the compound was water; considered the cleaning of it unnecessary, as It was In summer time; a man by the name of Hoffman did the work; I employed him; roic ot my properties were cleaned under the. c ibices of the Board of Health; my only complaint against the Board of Health is that they compelled me to debit in the summer time, which I consider is more dangerous than al lowing the matter to remain undisturbed. Jacob Klpple sworn I reside at 800 north Sixth street; am night lnspeotor of the Board of Health; my duty Is to see that the carts do not go out too early In the evening; have seen the soil shot down on the outskirts of the town; have known carts to go ont before the appointed hour; I reported them, and their licenses were revoked until they paid the fine; the shooting of soil on the outskirts of the city has been done within a week; on a lot at Broad and Fltzwater streets: have no knowledge of any having been emptied into a sewer within a year; two years ago an instance of that kind oc cured; do not know of a sergeant of police report ing the bailing of soil into the gutters, of which the Board of Health refused to take cognizance: have seen cases where pools have been cleaned without a permit: have reported them, bnt do not know what action has been taken on it by the Board of Health; bad heard the parties say that they bad "been fined; do not know that Mr. Bla den has ever received any money from the con t esc t cleaners; I never have; do not know of any combination , between the measurers and cleaners; several thousand more pools were cleaned last year than-In any previous year; there were two rag-picking establishments on Brown street, below Founh; one or the proprie tors reported to me that he had paid SWand the other 11 to a young man in tbe employ of the Board of Health; his name was Lutz, and he has since disappeared; don't know that a young man stationed at the door of the Board of Health inter cepted everybody entering the oftioe and charged them 91 for admittance; don't know the process by which this sergeant-at-arms was elected; don't know wbetner be was appointed by the Board, or employed by officials in the office; don't know that relations existed between this man and Mr. Bladen which compelled him to run away; knew there was to be be an investigation: don't know why he ran away; one of the proprietors ot the rag-picking establishments In Brown street said that Lutz told him that if be would pay a certain amount of money, that he (Lutz) would close up the other place; I regarded Lu'a as an officer of the Board; by request of tbe Board, I visited all the rag-picking establishments in the city; of these places I only found one in a filthy oondition. M. G. Pile, sworn Reside 11.17 Seventeenth street; I have a bill of the Board of Health for re moving a nuisance, on inauirv of the tenant In re ference to it, he said he knew nothing of it; 1 was not aware of any such nuisance existing; the bill is in the natnre of filling up a lot and cleaning a cellar; this was in Novembar last; the amount of bill was 811 25; there was nothing on the lot that would make it a nuisance, and nothing had been removed from it; nothing had ever been done by anybody to the cellar: on applying to the Board of Health my son was informed that the work had been done; this property is at 2051 Apple street; I had been notified to dean the cellar and lot: I have not paid the bill. The committee then adjourned to meet again. The La8t Bites. The funerals of John A. Lutz, of the Hibernia Engine; Caleb Brett, or the Washington Engine; Edwin O. Os born, of the Schuylkill Hose; Amos Jones, of the I.Klajette Hose; and John W. Emmett and John East, of the Franklin Fire Company, took place jesterday. Deceased were killed by the falling of ihe wall of the American Theatre during the progress of the fire at that place on last Wednes day evening. The remains were followed to the grave by a large number of firemen, there being iepreeented al each funeral a number of tire companies. The funeral of Mr. Lutz was largely attended. The members of some nine tire com panies, numbering no less than four hundred men, in addition to the members of the Hibei nia, one hundred and twenty in number, fol lowed the remains of their fellow-fireman to the grave. There were two lare omnibuses. three amouiances, ana tweniy-inree carriages following the hearse. The carriages contained the relatives and friends of the deceased, and the ambulances a number of wounded firemen. The coffin containing the body was silver- mounted and covered with black cloth. A Cohgregationaii Panic occurred yesterday morning about half-past 11 o'clock, in the Mariners' M. E. Church, on the corner of Shippen and Penn streets, resulting in the slight injury ot several persons, it was caused Dy a heavv czolosive steam report emanating from the boilers of the sugar rehncry juut in the rear or tne muiaing. It is alleged that the engineer stepped out to converse with some friends, when on returning to tbe boilers he found sucn an increased amount of steam gauged as to make him fear an exDlosion. PuamsTio Developments. - Two bruisers met jesterday in a qniet spot in the Nineteenth Ward, and indulged m the pastime of testiug wjbo was the best man. There did not appear tohave existed any particular animosity amongst tbe men, but a desire of beiug champtunized. and winning money into the pockets of so-called tritnds, was the prevalent idea. One of the bruisers, named Neddy Boyle, Jr., hailing from ihe Seventeenth Ward, came off second best, and was brought home pretty bauly hurt. Con siderable sums ot money are said to have changed hands on the occasion. Commencement Exercises. The fourth an nual commencement of the Broad Street Aca demy will take place on Saturday next, at Hor ticultural Hall. This Academy, in the short period of Us existence, has taken position in the flrtt rank of the educational schools of the 9' ate.
