Last evening the ypwcial Committee of Councils who have the matter in charge of creating a Commission on Public iSuiMuigs, assembled in the Council room, Mr, .Stokley presiding. The ordinance reported tor adoption was considered by sections, and was adopted after ' it had undergone amendment. In the first section it provides that the Commission shall onsist of certain gentlemen not yet named, with the Mayor and Presidents of Councils, and that they shill hold ollioe for five years, unless the buildings shall bo completed before that time. In the other sections it is provided that the Commissioners shall meet onco a month; shall advertise three weeks for plans and proposals; shall determine what portion of the buildings shall he first put up, and shall give the con tract to the lowest bidder, to be approved by Councils. Also,' that a tax shall be levied on all property in Philadelphia sufficient to raise $300,000 per annum; and that $10,000 shall be appropriated at the present time to procure plans, speetllcations, etc., the amount to be reimbursed out of the appropriations of S(iH. On the question of site, the Committee decided in favor of Independence Square. The Commissioners were not named, but they will he acted upon at the next meeting of the Com mittee. HosriTAL Items. The following named per sons were admitted to the Pennsylvania and fct. Joseph's Hospitals yesterday: PENNSYLVANIA HOSPITAL. Jacob Meyers fell into the Delaware at Wfil nut street wharf, and was fished out in an ex hausted condition by Reserve Officer Williams. It was supposed his arm was broken, but such did not prove to be the case. John Young (colored), a resident of Camden, N. J., was admitted to the Pennsylvania Hos pital yesterday with his shoulder dislocated by a bale of cotton falling upon him at a ware house on the wharf. st. josErn's hospital. Mary Kennedy, aged three years, residing in Huntington street, with her arm dislocated. Daniel Leary, aged nine years, who resides at Nineteenth and lhittonwood streets, with both bones of his arm broken by falling on the pavement. Police Intelligence. James Hagerty, al leged to be a professional character, was arrested last evening by Detective Henderson, at a place of amusement, and locked up to await a hearing. Frederick Riegraff, a brewer, living in the Nineteenth Ward, had a quarrel yesterday with his partner, named Conrad, residing on Seventh street, below Diamond, which re sulted in Mrs. Conrad cutting Riegraff in the face with a knife, severely wounding him. She was arrested and held to bail to answer. Riegraff was afterwards bound over on a charge of assaulting Mrs. Conrad. Inquests. Coroner Daniels yesterday held the following inquests: On the body of Henry Speiss, aged forty-six, who committed suicide by cutting his throat with a razor, at his resi dence, No. 909 South Eleventh street. Speiss had been laboring under a depression of spirits for some time. Verdict, suicide. Also, on the body of a colored man named William Maxwell, who died suddenly at his residence in South's court, Spallbrd street. Verdict, died suddenly State Temperance Union. The officers and Board of Managers of this Union met at NO. 118 South Seventh, street, last evening, for the purpose of perfecting the organization throughout the State. It was resolved to organize three general Unions Eastern, Middle, and Western each to be composed of representatives from temperance organiza tions, churches, colleges, etc. The Board will meet again at 9 J o'clock this morning. The Fbanklin Institute held a stated meet ing last evening, President Merrick in the chair. Several subjects specially relating to engineering were discussed, in which im portant improvements and facts were noticed. Some interesting novelties in chemistry and physics were exhibited by Professor R. E. Rogers. Hearings at the Central Station. Before Alii, teltler at tne Central Station yesterday, John Imuirherty and Francis Blackburn were charged with the larceny of two hundred dol )ui b, and two watches, from John Wood, ou tii- nth of March lusu Tliey were each held In 82001) bail to answer at court. Chnrles Davis was cuarged with being a pro fessit nal thtet. He was com milled for ninety days. The Senate of Wisconsin, by a vote of 2G to 4, has indefinitely postponed the bill to pay Samuel Booth $1000 and costs for resistance to the Fugitive Slave law of 1859; also the bill to remove the capital to Milwaukee. The committee to investigate the charges of cor ruption in railroad affairs in the Legislatures of 16U5 and 18Go', have reported that there is no evidence to sustain the charges, and the testimony has been destroyed. The bill under which the common stockholders of the Prairie du Chien Railroad voted, and gave control of the road to the St. Paul Railroad, was pro cured by gross misrepresentation. There is a sharp contest in the Assembly over the bill prohibiting the consolidation of the Milwaukee ,. roads with the Western. M. Lamartine is not likely, from present appearances, to obtain the four hundred thou sand francs which the French Government proposed to give him, the committee who have the bill in charge having sent it back to the Council of State with an amendment proposing an annuity of twenty-five thou sand francs, instead of the donation. M. Lamartine will not accept such a beggarly gum, if only for the reason that it would de prive him 01 one OI UlS gnviiucs. The French Protestant Historical Society has proposed as the subjects of the prize essays of the present year, the biography nf Antoine Court, from the year ITM, under the restoration of the Protestant churches destroyed it the time ot the revoca tion nf Nantes: and likewise an ituda on some personage, or episode, of the French Revolu- The amount of the prizes i3 not stated. Dickens has been reading his works in Ireland with great success. At ins last read ing in Dublin hundreds were turned away from the doors, a comfortable proof (after its kind), the Athemr.um thinks, that the asinine i,fa f the Fenian shopboys and adventurers fmm the "States" have not tramped out all common sense and cheerfulness in the green isle. The Poet Laureate made a visit recently to the Master of Marlborough College, and of course, was much stared at.
