Thk "Supreme Court of Miwws'ppl" has just decided that the Government 'of that State during the Rebellion was rightful, legal, and constitutional a Government dejure as well as de facto. This, of course, is not the theory maintained by tbo Government of the United State, which has constantly held that the Rebel State Governments were mere usurpa tions; Governments 1b fact, it Is true, but having no right ul or constitutional basis. It was the proposed recognition of these Rebel State Governments by General Sher man, in his memorable negotiations with the Rebel General Johnston, that chiefly called down upon his scheme the summary and overwhelming disapprobation of the Govern ment. And it was only upon the theory that these governments weie usurping and revo lutionary, that President Johnson was justi fied In treating tbem as part and parcel of the Rebellion, and overthrowing them by mili tary force. This decision would seem to put the knife to the throat of the present arrangement caUed a State Government In Mississippi ; for, if said decision be correct, then the rightful, legal, and constitutional Government of Mis sissippi, viz.: the one that existed during the rebellion, has been overthrown, and the present concern is a mere usurpation . The present arrangement thera, called a State Government, has no kind of connection with, did not grow out of, and was not the constitu tional successor of that State Government which the gentlemen now calling themselves the Supreme Court of Mississippi have just decided was the "ilghtful, legal, an i consti tutional " Government ot the State of Missis sippi On the contrary, it dates back only a few months to a convention called not by the people, but by an agent of the executive bratch of the vpry power that overthrew the rightful Government. Between that old rightful, legal, and constitutional" State Government and this new concern there is a "great gulf fixed" a chasm unspanned by any connecting link a hiatus of State exist ence In which there was no government, but in which the will of a military officer of tha United Slates was Ihn only law. We conclude, therefore, from this "deci sion" of the "Supreme Court of Mississippi," that at the present time there is no ''legal, rightful, or constitutional" State Government existing within the limits once occupied by tilt; State of Mississippi. The New York Senatorship. Jem trm of the lion. Ira Harris expires on the 4th of March, 1867. The duty of electing a successor devolves upon the Legislature jut ohosen. In connection with that posi tion the name of the Hon . Horace Greeley Jiaa been suggested. Looking at the post merely In the light of a reward for party services, there is no man who can compete in his claims to it with Mr. Greeley. From the outset of the struggle in favor of the Republican party, he has been the foremost advocate of all its doctrines; and we may fafely say that its success was more due to him than to any other man in the United States. It was "II. G." who placed Mr. Lin coln in the Presidential chair, and with but a few deviations, and this due to an honest dif ference of opinion, he has been since 1850 the leading spirit of the Republican party. Here tofore he has been slighted, and high posi tions of honor, trust, and profit given to men who were not fitted to unlatch the shoes of the editor of the Tribune. Let justice be at laat meted out, and Mr. Greeley be given the post of Senator. But even had he not the pre-eminent claims he has upon thi party, hid ability, sterling hone&ty, and long familiarity with public lile, point to him as the man 1 all others suited to grace the Senate. No one dare impugn either his honesty or his talents. He stands &r above all other competitors as the man for the place. The followiug letter shows that he is willing to accept the posi tion. A return to specie payment would beyond all doubt, bo desirable, were It not for certain considerations one ot which Is that the return at the present time is simply im possible Our conlempoiary arffues in favor of using the gold in the Treasury vaults to cancel the currency, and, by throwing it on tho market, cause a decline in gold. We tried that once before. The Government sought to cause a fall in gold by glutting the market with its specie. It utterly failed. The appearance of more gold only increased the demand, and the premium ascended in stead ol descended. Until Congress has met and adooted a funding plan which will inuue Consols similar to those of Great Britain, we do not favor rapid extinguishment Mr. McOulloch probably appreciates the necessities of the nation, as he is well fitted, by character and position, to judge of the national wants. Meanwhile, we must look- elsewhere for relict. It must come throuzh the DroDer apportionment of the revenue. The Internal Revenue system is workinff admirably. Mr. Rollins has again and again demonstrated his admirable fitness for the post of Commissioner, and the whole plan is working, under his management, as well as could be hoped for. But it is not on the Internal Revenue that we must lean. Our taxes are paid in cur rency, and currency is not what is needed to pay Interest in gold on the national debt. We need a vigorous and effective protective tariff. From that we will derive taxes in gold sufficient to secure the payment of the interest by tbe revenue derived from that source. When thac is done and Congress consulted, we can talk about resumption: as it is, with thirty days before Congress meets, we hope the Secretary will take no step with out its advice. Not Principle, but Prejudice. Tm Age seeks to steady itself against the imparfal-suflrage blasts that are now sweep ing through the Democratic organization, by assuming the virtue of not abandoning prin ciple. But principle," in the sense in which it is used by our contemporary, is something which has its root in reason. It would puzzle any one, we think, to show what ground of rinciple there is in basing the elective fran chise upon the color of a man's skin. Why not as well upon the color of his eyes, or his hair, or upon his height, or his weight avoir dupois? It is not a man's physical accidents that vote, but the personality the thinking, choosing, reasoning, immortal being. What the Age calls its "principle" is nothing more than an absurd prejudice, utterly indefensible at the bar of reason, and at war with the plainest dictates of justice. Fine Paintinos.
