Tho Houston Telegraph, in noticing the rn3b biBR ot Mr. Ruby, a teacher of a colored schaol t JackEon, Louisiana, says: 'The attack, beating, kicking, and dragging 1 Mr. Ruby seems to be entirely without excuse. He had but newly arrived, and his only offense was thatot instructing his fellow people ol color. Yet his treatment whs most cruel. A great many of these outrages have occurred in Louisiana. We arc glad to know that the people of Texas have been much kinder to the colored school-teacher, and while we could wish that there was less prejudice toward them, still we congratulate ourselves tiat Texans have not disgraced themselves as have the people of Louisiana. "We are beginning to recognize the fact that our comtort and perhaps our safety demand that the negro be educated and raised above his present ab)ect condition. We believe that no personal violence has been ottered to any teacher nnder the Bureau, either white or black. This argues for us a higher state ot civilization than our neighbors enjoy. We believe that the colored schools ot Texas are the most prosper ous of those established in the Southern Stales. They are conducted without expense to the Government, being entirely supported by the blacks themselves. A Convention of Seceders from the Pres. byteiian General Assemblies. St. Louis, Mo., August 1C A Conference of Rebel ministers and laymen, composed of dia altected Presbyterians, disatislied with the action of the General Assembly ou the slavery question, is in session here. About 30 ministers and 40 laymen, chiefly from Keutuckv and Mis souri, are in attendance. Disappointment is expressed that Dr. Van Dyke, of Brooklyn, is absent, as the Conlerencc contemplates lorming an independent Old School Church. To-day, resolutions were passed, in substance as fol lows: To prepare a btatement of doctt iues, ecclesi astical principles and policy, on which to stand, as against the unscriptural and unconstitutional acts ot the AbcaiLHeoi lscl aud lijJd inclusive, to be adopted as the ottic.al action of this Cou lerence. To prepare a popular warniiig a?ainst the errors ot the General Assembly ot hve years back. To urge co-opera' ion in this movement from all who are opposed to the aforesaid act ot the Assembly. Committees were appointed to carry out these resolutions. Dr. Wilsou, au horof tho ''Declara tion and Testimony," is to be chairman ot tn.s Hint committee, aud Stuart Robinson, late ol Canada, oi the second.
