THE DAILY EVENING TELEGRAPH. PHILADELPHIA, THURSDAY, AUGUST 9, 18G6. WORKING OF T11K BOUNTY LAW. Why BHBtl mrn mot Collect! L. ol AkcbU rrbl(llu to l'rHent n m Kl. Fie. It Is with a desire to benefit those who are entitled to buck pay and bounties that we col lect the following statistic. Perhaps it Is as well,,before giving the dry details, to explain the genet al working of the different agendo. It is well known that, owing to the 1ob ol (tome accounts and the bundling of others, there wereja great.mflny.ditlicultles in the way of settling many last claims. To this e.id there have been, from the earliest part of the war to It close and up to the present time, men appointed who could direct all their attention to the collection and clearing of these tangled accounts. The constant, outrageous frauds perpetrated by unreliable claim agents, caused the States to keen up a system of State atrencics, who would make it their duty to see after the affairs of the dlcchareed coldicrs. Theso agents were and are in the direct pay of the several States for which they act. The Sanitary Commission aUo has acted In the same field, and has continued to examine iuto and have the accounts of thousands of our dis charged soldiers settled ever since the cesation of hostilities. Their funds beinir now almost exhausted, they will not take up any new ac counts, however. In their employ Bre lorty-one clerks. For the last; three months they have done an immense quantity of work. Their re port for the three months past is as follows: May. June. July. Amount collected Dd paid ciaim- aDts $277,413 85 8243 306 02 212,172 03 Ko. claims filed. ... 12W Wo claims settled . 1H28 If, 41) 1431 No. claim rejected 637 359 2u7 No. letters received .... .... 64,12 Ko. 1c tiers written .... .... OSOt) The amount of business transacted by the State agents will be fairly represented by the following data: Ihe Pennsylvania Agency, Colonel Francis Jordan, No. 4s3 Eleventh street, employing three clcrkn. For month ending July 30, $30,325-27 collected on claims, 92 new claims nled, 624 letters received, and 1040 letters written. The New York Agent, Jjieutennnt-Colond J. E. Lee, No. 28 President Smiare. for six months ending July, reports: Amount collected and paid claimants, $111, 988'77. Number of claims tiled in department, 807; number of claims set tled 678; certificates of non-iniMtcrineo8 ob tained tor officers, 20D; number of letters re ceived, 5!G5; number of letters written, 0041. The Massachusetts Aeeucy, Colonel Gardiner Tatts, corner ol Seventh and D streets, in charge, having tour assistants. The duties of this ollice the past six months have more directly em ployed in gathering a roll of mi-sing men and completing the awards ot the State Adjutant General to volunteer enlisted men. To six months ending June 30, $08,553 42 has been collected on claims. Number of letters re ceived, 3511; number of letters written, 3792, tilling 3278 pages in letter-book. The Ohio Atrency, James C. VVetniore, No. 350 F street, employing four clerks. Amount col lected, $96.C71"87. New claims tiled, 744; letters answered, 2002. The Indiana Agency, Colonel Wilson, corner of Eleventh and" F streets, reports amount of collections for July, 8135,000. Those who have placed their claims in the hands of collectors, and that have been entered for collection at the Department, will not be allowed to change their agent. Owing to peculations and swindling opera tions of the bogus claim agents the Govern, ment has prohibited a great number from pre senting any claims whatever. In order that the names of those agents who have been discoun tenanced by the Government may be known to the people, we publish a complete list of tho?c Who are not allowed to do business in the Second Auditor's Office of the Treasury Department, to July 1, 1800: Briggs & Palmer, Wanhiuston C. By a timely attention, and a careful examina' tion of this list, claimants will save themselves a ereat deal of annovance, if not actual loss. In this city, as elsewhere, there are many good and reliable agencies tor the collecting of prize money, etc., and with a view of protecting the established houses we present a correct and official list of those discountenanced by the Department at Washington. Croquet. This game, in which the ladies join, is becoming quite popular in tue lurgo citie, and at Imhionablo watering places, and like base ball, is ultimately destined to become a national pome.
