After some discuision the bill was passed. Mr. fcspering presented a resolution authorizing the Commii-Bt.iier of City Property to contract for heaters aud ventilating apparatus for the new court house on Sixth street. Mr. Barlow ottered a resolution instructing the Committee on the Reception of f tate lues, on the Fourth of July, to chanee the exhibition of fireworks on that day from Fairraount Park to Broad street. The motion to postpone was agreed to. Mr Marcer. of the Finance Committee, re ported an ordinance appropriating $l."3i3 to pay for new seal of District Court aud books for Quarter Sessions. The same gentVman reported an ordinance makintr an additional appropriation of $737 to the Police Department, to pay extraordinary expenses in toe arrest of 1'roOst, furnishing meals, etc. Adopted. The ordinance from Select Council authorizing the Controllers of Public Schools to contract lor school buildings wns concurred in. Als", an ordinance authorizing the Chief Com missioner of Highways to enter into a contract for building a bridsp over Cresham creek, at Green street. Twenty-second Ward, and era ling the i.pproaclics, and appropriating 15,000 to pay lor the same. Adopted. Mr. Griffiths oll'eied a resolution requesting the CommHtee of f-elect Council on tue Cele bration of the Fourth of July to use their inliu ence to have the tireworKs at Broad and Market streets, in place of Fairmount Park. Referred to the Committee. Mr. Creswell offered a resolution that the City Solicitor be instructed to institute legal proceedings to prevent the Schuylkill Passenccr Railroad from laying their tracks from Gray's FVrry to Fairmount. Mr. Gnflith- m'ved to indefinitely postpone. In niakine the motion, he said that the charter of the Company gives them the right to lay their tracks unless Councils, within thirty days after the passage of the act, took measures to prevent it. Mr. Harper opposed the motion, and aid that there was no such provision in the charter, and they should not be allowed to tear up the streets without asking the privilege of Councils. Ih'e motion to postpone was withdra wn.and the resolution referred to the Committee on Law. Mr. Lntle, of the Survey Committee, called up the ordinance providing for the delivery of tre bon?s of the Chesnut and Walnut Street Railroad Company to ths contractors for the Chesuut Street Brklac as soon as the cars pass ver the t-tructurc, which, after some discussion, a passed. The ordinance providing tnat trie caiary ot the Chief Engineer of the Water Works bo in creased $100 per month to pay for extra ser vices required in the extension of the Water Works, was taken up. Mr. Evans moved to amend that the said in crease shall date from January 1, 18Gti, and terminate when the improvements are com pleted. Mr. Marcer moved to amend the amendment by inserting that tho extra pay shall commence July 1, 18GG, and terminate July 1, 1807. Apreed to. It was moved to indefinitely postpone the bill; not aereed to. Mr.'Bardsley moved to amend, "that the sala ries of the clerks and purveyors in the Water Department be increased in the same ratio 89 the Chiefs." Mr. Marcer moved to lay (he amendment ou the table; not agreed to. Yeas 14, nays 23. The amendment of Mr. Bardsley was voted down. Mr. Krupp moved to reconsider the vote by -which the amendment oilered by Mr. Marcer . was agreed to. Adopted. The amendment of Mr. Marcer was again taken up, when Mr. Evaus moved to amend by iixiug the time for the increase from January 1, 18t;G, to January, 18G7. Agreed to. The previous question was called for and sus tained. On the question, Shall the main ques tion be now put? a quorum did not auswer. On the call of the House, li-i answered a quorum. The vote was atrain taken on the amendment, and no quorum uuswered. Jobn Sullivaa and Edward Mattison were arreted on Wednes day, the tornier in New York city and the latter in Trov. The Methodist Fair -The throng of visiters to the Fair at Concert Hall still conti nues to re very great, and all the visitors appear to be hiphly delighted. Yesterday about one hundred children ol the Northern and Southern Homes for Friendless Children visited the Fair. Over fifty of the latter were in attendance in the morning, and the former in the evening. Alter faffing around the hall they proceeded to the gallery, and sung several sons, to the evident satisfaction of the crowd who were pro sen, after which they were conducted to the letreehment room and bountifully treated witii cakes, 2e cream, etc.. which were generously given them without charge. The Vbkdict. -The jury in the ca.se of the lad Frnncis Buichall, who was killed by being caught between n brick pile and a pas senger ca.", at Ninth and South streets, on the lsth inst., agreed upon the .following verdict yesterday "That said Francis Burcholl came; to his death, on the iHth of June, lrom injuries received by beirg jammed between car No. 23 of the Union Pussenger Railway line and a pile of bricks, on the west side of Ninth street, above South, placed there in violation of city ordinance granting permits to occupancy ot the public streets, the permits allowing the use of five feet ot highway; that Hueh McAnnany, the con ti actor, was using seven nr more feet thereof. And we. the jury, would respectfully call the attention ol the proper authorities to the daily violation of the ordinances ol the city by placing ot building and othtT material beyond the lines designated by permits granted by the Highway Department for the use ot public "treets." Hospital Cask&. The tolloTving cases were admitted to the Pennsylvania Hospital yesteidiy : Thomas Daly, aged 23 years, residing at Twenty-fourth street aud Ri.lge avenue, and employed as a laborer by the North Pennsyl vania Railroad Company, while liftiug a bar of iron, cut his right hand f-everely. Charles McDaid, aged 25 years, residing in Myrda street, between Twenty-fourth and Twenty-tilth, while working on the ReaJmg Railroad, was struck by the co -catcher ot a locomotive and thrown about twenty yards, and received severe injuries about the legs, shoulders, and arms. Edward Lyons, Hged 3G years, living at Twentv-thlrd" and Walnut streets, got into a quarrel with a man in a tavern, when the latter struck him with a heavy tin-box, inflicting a huge gash in his upper lip. Masb Meeting of Coloked Citizens. A meeting ot colored citizens was held last even ing at Sausom Street Hall, under the auspices of the Colored People's Union League Association, to give an expression in reeard to the conductof conductors In ejecting colored people from the city passenger cars. The meeting was organized by culled John C. Bowers to thp chair. A num ber of vice presidents and secretaries were also elected. Alter tome remarks by Mr. Bowers In reference to the object of the meeting, the Secre tary, A. F. Stevens, read a scries of resolutions protesting against the exclusion of people ol color from the city passenger cars, and denounc ing such conduct as an outrage against the en lightened rivilizution of the age. Speeches were made bv the Kevs. William J. Alston, T. 1. Miller, and Messrs. William D. Forlen, O. v. Catto, J. Q. Allen, aud others. Abusing IIeb Husband.
