There is no doubt that General Meade will see to the prompt enforcement of these orders, and there is no doubt that he will bo backed by the sentiment of the country. The people of Canada at least may free them selves from further terror, and save them.elvcs tram further warlike preparation. No mire Canadian citizens will be killed or townsinvaded by Feuiaus from th e side of the line. Some people may think the President has given too much importance to Fenianisui by this Proclamation, while others charge him with having been too dilatory in issutna it. But it would neither have c imported with the difnity or the Constitution of the country to have adopted such a measure while Fenianism was a mere matter of rant, aud on the other hand it could not be evaded when it assumed the form of an invasion and the actual levying of war. We do not supoosc that any of the misguided men will now propose to cairy this combined farce and tragedy any further. Mr. Van Dyck proceeded upon his Oivn unadvised sense of the exigency, und Secretary McCulloch is no further responsible lor his actiou than by giviug hU subsiiqutnt suncuon to wust woj done witlioul spec tic instructions That ho was convinced, againbt bis tlist imoressions, by Mr. Van Dyck's vindication, should at least be accepted ft3 a prool that ihe latter acted wit n boiicsi inten tions. It requires no stretch of courtesy to con cede to Mr. MtCulloi'h more than average finan cial intellicencp. There is, therefore, no diffi culty m supposing that the nigumcn'.s which convinced him, satisicd the judgment ol tii?ir author. And, udced. none of the auima lver sious on the action ol Mr. Van Dvck rellect upon h s piobity, but only reprobate the unsoundness cl his opinions. His integrity in the transaction being con fessedly above reproach, it only remains to examine the logic of his vindication. And herein all his critics fell into the iujustlce of holding him answei able for the false system of finance wh ch he aids in ari ministering. If his errors, and those of his ollicial chief, Secre tary Mct'ullocb, are the logical consequence oi the false system of which tuey are not the authois, their errors aie more justly charge able upi.n the system than upon Inemselvcs. 11 is a gicat anomaly, nay, a great absurdity, for e Gcvernnicnl to collect its revenues in two ditlercnt kinds of money, whose values have no hed relation to each other. VVith such a source of contusion in the national finances, it is impossible that they shoul I be satis ac tor lj administered. With a pound and uuitorm currency, no such questious as are u w dis cussed could possibly arise. And, indeed, with only one kind of money, whether 6ound or un sound, iu covemment transactions, the outlines of the ordinary Treasuiy operations would bo pir.ectly fittple. Iho Goveirment raises money only for one object, namely, to meet its own obligations and expenditures. It does not collect money from tho taxpayers to hoard, or to speculate upon, or to bull and bear the maikets with, but solely to ray out asrain in dischaige ot its debts, it all ! the revenues ol the Government were collected : in one kind of money, or even in two Kinds j whose relative values were aennea Dy law ami fixed, no other use of what is paid iuto the Treasury would be thought C, than simply pavinc it out again in cancelling the matured obligations ot fbe Government. It more was received than was needed lor this purpose, the obious remedy would be lo reduce tho taxes. . But w hen the revenue is collected m two Kinds of money whose comparative values constantly liuctuate, there are introduced into the Treasury operations elements totally inconsistent wi'h any Eound fl-cal svstein; and there is no justice ii. holding tho Tiea-ury ollicers responsible for evilu which ate the necessary consequence of thetonlusion nnd absurdity thus lutroiucod. The Government under which these oiiicers a'-t, the Government whose fiscal laws thy a lmiuis ter, regards both the currency in which one part ol the revenue Is collected, und tuc gold in which the oher part is collected, as being alifce mnncv. Tliat thev are equally monev is the very principle of the Letal tender uot, which (lis- charges a debt incurred in oue o? a tender oi ine same nom nul amount ot the other. Cut it they aie both mone, it is the clear duty ot the Gov ernment, which causes them to circulate as such, either to make tuein equsl in value (as it ab surdly tried to do in the legal-tender aetl,ort3plve them a fixed relation to each other (which Is equally nb-urd and impossible). It they are both mono', the Government is bound (uot, indeed, by any financial law, for finance derides the at tempt) to rcyulate their value with reference to each othi r. The i.blis: -.'ion to perform f his Im possibility rt suits from the Constitution, which, in giving' the Federal Government control of the currency, empowers it "to coin money, regulate the value thereor, and of foreign coin, aud to fix the standard ol weichts aud measures." It is as much the duty ol the Government to elve the ccuntry a uniform dollar asaunilorm yard s'ick. If it allowed two systems of meaiurei, it would be its duty to lix and define the r relation to each other. And so if it allows two kinds ol" money, it is equally its duty to tlx their relative value by declaring how much of one shall be eijnlva lcut lo to much of the other. This is implied in "regulating the value ot monev," which is one of the important functions of the Government. When the absurd lc!al-tender act was foisted upon us, making a paper dollar equal to a gold one, and when Congress alterwards contradicted itself and denied this very equivalency which itse.ll had enacted, by colluding a part of the revenue in told ana a part in paper, it acted iu Vt'isuance of a cons' it utioual obligation in try ing to regulate the value of the two kinds of money it had absurdly created, aud to brlij Ihem info ionie fixed relation to each other. When we put out of v'ew the absurdity of the law, aid come to the financial lact, we find that pold Is rio money, but a comcodity, and that the Government Is collecting pnrt of its revenue in a salable commodity, and pail in money.
