MATTERS OVER THE RIVER. An Old Man Frozen to Death. An old andy unknown man was found late Monday atternoou, iro.cn to death, in an open field on the ElUsburtr turnpike, about three miles from Camden. From appearances he was about seventy years of age, and hail been dead three or four day's. All his apparel seemed clean and warm, but there wa nothing found in his possession that would lead to his recognition. Sanitary Meastjrks. The City Council seem to have become awakened to the necessity ot commencins at an early day to prepare nerainbt the anticipated approach of the cholera. They nave given imperative 'orders to Marshal Campbell to remove all nuisances, such as pig pens, etc., before winter is broken up, and that ollicer will commence operations at once. How ever unpleasant to himself the task may be, it is an order which he has to obey.
