AW therefore, the undersigned, Secretary of the Treasury, in pursuance of the Ail at Congress, and the authority from the Prefidsnt of the United States, abpvt mentioned, doth hereby on behalf of the United States of Ame rica, contrail aud engage in manner following, to vjit. ift. A book for receiving fuhferiptions to a Loan ot fi»e millions of dollars for the ul'e of the United Statt: (hall be opened in the city of Philadelphia, at ihe Bank of the United State* on i ariday the twenty eighth day of February ijnluinrf, which book shall continue open for the pnrpolc ot receiving fubferiptions, until the wh> ie of the said five millions of dollars shall be fubferibed. It more than five millions of dollars shall be fubferibed on the firft day of opening the said loan, the surplus shall be de duced in proportion to the sums fubferibed by individuals, exceeding four thousand dollars. 2d. For every hundred dollars which may be fiibfcribed there shall be forthwith deposited and paid the sum of twelve dollars and fifty cents, and like payments of twel ie dollars and fifty cents, shall be made within the firft ten diys of the months of April, May, /Cine, July, Aaguft September and Odlober ensuing. The Secre tary of the Treasury however reserves the right of reducing the number of installments by (pe dal agreements, with the individuals who may become lubfcribers. 3d. On the faHure of payment of any inftatt meTit of the sums fubferibed according to the tenor of the feeond article, the next preceeding installment of twelve dollars and fifty cents, which shall have been paid, for every hundred dollars fubferibed shall be forfeited to the Unit- States. 4th, The sums fubferibed shall and rosy be paid to the credit of the United States, at the. For the sums or number of fharesofone hundred dollars, which may be fubferibed, oer tiScates shall be given by the Cashier of the Bank of the United States, which shall be aflignable by indorsement, and delivery of the parties in whose favour the said cectificates may be ilTued, until the completion of the payments required by the tenor of the second article preceeding. 6th. The sums fubferibed and paid in purftn ance of the tenor of the second article preceed ing, shall after the fiid payments have been compleated, constitute a funded capital flock divisible into shares of one hundred dollars each, which capital flock shall bear interest at the rate of eight per centum per annum from the timts fcxed for the payment of the refpe&ive inftall i ments payable quarter yearly at the Treasury of the United States, or at the Loan Offices where the fame may fland cradited, until the last day of December, in the year one thousand eight hundred and eight. , 7 th.
