There is no other agricultural industry in New York facing the multi tude of challenges that the apple industry is currently facing. After several years of low apple prices, the recent hail storms and other unusual weather conditions have se verely impacted grower fi nances. The Environmental Protec tion Agency has targeted this in dustry and has already restricted key crop protectants under its interpretation of the Food Quality Protection Act (FQPA). The Immigration and Naturalization Service has tar geted growers in various raids.
