What the PFB seeks is to move away from the teal estate tax as the main funding source of school dis tricts, and shift to a menu of tax able sources: income tax, sales tax. flat benefit tax, as well as teal estate taxes. The ideal PFB taxing plan would allow school districts to select their own mix of taxing rates, which would reflect local financial and resource conditions. The PFB would also: • Seek a cap on property tax for schools. • Remove the current cap on earned income taxes with real property taxes being reduced proportionately; • Eliminate the personal proper ty tax, the occupation tax asses ment and local nuisance taxes; • Establish tax credit rebates for property tax relief; • Require taxing boards to receive voter approval for authori ty to raise or incur debt, beyond a fixed percentage of the tax base.
