Members of the Dairy Trade Coal ition (DTC), along with represen tatives from the American Farm Bureau Federation, the National Barley Growers Association, the National Association of Wheat Growers, Women Involved In Farm Economics, and the Farmers Union Milk Marketing Coopera tive (FUMMC), today met with Deputy USTR Jeff Lang to dis cuss major concerns about State Trading Enterprises (STEs) or export monopolies such as the New Zealand Dairy Board (NZDB) and the Canadian Wheat Board (CWB). Mario Castillo, DTC executive director said, “Deputy USTR Lang agrees with our group that trade is the economic engine of America’s economy. We reminded Mr. Lang that agricul ture exports the product of one out of every three farm acres and that American agriculture is contribut ing a stunning $25 billion surplus to the U.S. trade balance.” Castillo continued, “We are pleased that Mr. Lang has asked us to formulate a comprehensive list of unfair STE trade practices to guide the Administration in future trade talks.” Judy Buhl, Board Member of FUMMC, a founding member of the DTC, said, “To grow and pros per at home, we must open the most lucrative markets in the world to U.S. exports of dairy and other farm products. Yet, most people forget that today’s unfair trade practices include transfer pricing schemes used by STEs such as the unscrupulous NZDB and the CWB. Foreign govern ments that provide subsidies, tax breaks, statutory authority to act News as a monopoly, or other measures which priyate sector competitors do not enjoy, should be targeted for retaliation by the U.S. in what ever manner possible.” Castillo said, “The impact of these unfair trade practices will be felt not only by America’s family farms which produce our food and fiber. At the very least, they have the potential for impacting nega tively upon our tax revenues and our system of jurisprudence. We were pleased to have a frank dis cussion with Deputy USTR Lang and outline our concerns and recommendations to him. “We emphasized that the U.S. Government not grant any addi tional access into the U.S. for any commodity which is sold into the U.S., through monopolistic STEs such as the NZDB, until remedies that mitigate or eliminate the unfair trading practices of STEs have been formulated and are in place,” said Castillo. Buhl, a Browerville, Minn., dairy farmer, commented, “We will not rest until the monopolistic and unfair trade practices of the NZDB and the CWB have been thoroughly flushed out of global trade. We will continue to seek dialogue with like-minded groups as we go about the business of bringing to light those issues which were ignored by our nego tiators during the GATT talks. “I was thrilled to learn that the North American Export Grain Association has recently called for the elimination of STEs. This is an important voice in the growing chorus of outrage against the bur den which is imposed on Ameri can agricultural commerce by STEs such as the NZDB and the CWB,” said Buhl.
