Atlantic Dairy Coopera tive's board of directors has announced its support of two-tier pricing as a means to improve dairy farmer income by balancing the nation's milk supply with market demand. The board's approval of a two tier pricing plan is in response to current industry debate on the development of a nationwide milk inventory management program. The purpose of such a program, which is mandated under the 1990 Farm Bill, is to limit national milk surpluses by managing production on the farm. By balancing the nation's milk supply with demand, dairy farmers will receive a more consistent price for their milk, said Robert B. McSparran, president of Atlantic's board. Two-tier pricing is a means of achieving this goal. “A two-tier pricing program will tailor supply to the needs of the market,” McSparran said. “It will benefit farmers by halting the roller coaster price effects we are witnessing.” In concept, two-tier pricing sets two price levels for milk. Farmers receive a higher or market price on milk produced up to a predeter mined level, and a lower price for milk produced over that level. In supporting two-tier pricing, Atlantic's board also recom mended three provisions that should be included in such a pric ing program. These include the non-transferability of milk bases outside the immediate family, new producer start up, and a two-year rolling average to determine milk bases. The board believes that dairy farmers should be allowed to trans fer their milk bases, but only to immediate family members. This transfer usually occurs when a far mer has decided to retire and wishes to pass on the farm to a son or daughter. The board also agreed that bona fide new producers should share in the higher price of a two-tier sys tem until they are able to establish a milk base. “A new producer provision must be included to give young farmers an access to market, as markets grow and older producers stop shipping,” McSparran said. The third provision supported by the board is that bases be estab lished on a two-year rolling aver age. A two-year average, accord ing to McSparran, will correct off years, where production is affected by weather or other situations, and help producers increase their market share. While acknowledging that other details for a national two-tier pric ing plan need to be developed, McSparran said Atlantic's action is a first step. “We need to have unified sup port for one inventory manage ment plan,” he said, “and Atlantic's board will work to achieve that goal.” DOROTHY 1.
