"If farm supports are elimi nated, farm prices will go up and so will market-generated farm income,” said Dr. Maureen Kilk enny, assistant professor of eco nomics. ‘ ‘Farmers who leave agri culture will be employed else where in the economy. The resulting change in the pattern of employment will cause an expan sion of the gross national pro duct.” Congress must pass a new 1990 Farm Bill by Dec. 31, when the present Farm Bill the Food Security Act of 1985 expires. Farm subsidies worldwide are also a major item on the agenda of the latest round of general agree ment on tariffs and trade (GATT) negotiations that began in Uru guay in 1986 and should conclude by the end of this year.. Any inconsistencies between two will force Congress to amend the farm bill in keeping with the GATT. “We used to think farm subsi dies were good for the economy. My research indicates that elimi nating them will be good for the economy,” Kilkenny said. “I esti mate the economic gains from complete elimination of subsidies to be $l7 in additional GNP for every $lOO not spent on farm programs.” Her conclusions are based on a computer model of 400 equations to simulate the impact of eliminat ing farm subsidies on all sectors of the economy. Some of her find ings were quoted in the Economic Report of the President, presented to Congress last month. Many of the major exporters of agricultural products not just the United States have main tained farm subsidies for decades, she indicated. She notes, however, that 208,000 fanners left agriculture in the period of 1980-1985.
