The program, the only one of its kind in the country, has been expanded to include Maryland and New Jersey as well as Delaware, it is being offered as a cooperative effort of the extension services of the three states under the direction of University of Delaware assistant extension farm management specialist Mark Kooker. The program began in Delaware in the fall of 1984 under his direction. Kooker’s main responsibility is to explain to area farmers the use of federal crop insurance as a risk management tool. Multi-peril coverage insures crops agains unavoidable natural hazards such as drought, freeze, hail, excessive rain, wind damage, insects and disease. “The federal government became involved in crop insurance because the job was just too big for private companies to handle,” Kooker says. “This is a good way to help farmers in case of crop failures.” The economist measures the success of the risk management program in many ways. For example, in 1984 as a result of data collected by the extension service, four Delaware vegetable crops (peas, sweet com, tomatoes and potatoes) became eligible for insurance coverage. In 1985 the state experienced a 60 percent increase in total crop acreage covered by insurance. And, because 65 percent of the 1985 tomato crop was insured, many Delaware growers were able to collect last year on damage caused by excessive rainfall. Kooker is available to conduct educational meetings, give in dividual consultations and to generate computer analyses for farmers.
