A4O-Lancaster Farming, Saturday, March 22,1986 Referendum to be held in Order 2 NEW YORK - It was announced today that dairy farmers in the milkshed will vote on the proposed amended New York-New Jersey Federal Milk Marketing Order (Order No. 2) in a mail referendum ending at 11:59 p.m., April 8,1986. The amended order was contained ui a final decision issued on March 14, 1986 by the United States Department of Agriculture. Dr. N. K. Garber, who was named as referendum agent, said all dairy farmers who delivered milk to pool plants and bulk tank units in September 1985 will be eligible to vote. A producer who is not a cooperative member will vote by individual ballot. Qualified cooperatives may vote collectively for their members (if this voting procedure is chosen). Members of cooperatives that are not voting collectively will vote by individual ballot. Dr. Garber stated that failure to approve the amended order would result in termination of the New York-New Jersey Federal Milk Marketing Order. A two-thirds “yes” vote of those casting ballots is necessary for approval. the amendments to Federal Order No. 2 are applicable to New York State Order No. 126 and New Jersey State Order No. 57-3. The proposed amended order would increase the Class I price differential (at the 201-210 mile zone) from $2.25 per hun dredweight to $2.55 per hun dredweight. The Class I price differential is added to the Min nesota-Wisconsin manufacturing grade milk price at 3.5 percent butterfat for the second preceding month to determine the minimum Class I milk price that handlers are required to pay under the order. The increase in the Class I price differential was mandated by the Food Security Act of 1985; if the amended order is approved, the increase must be implemented by May 1,1986. Producer approval is being sought on amendments in creasing the Class I price dif ferential in 35 of the 44 Federal orders. The final decision and the ballots will be placed in the mail soon.
