Coughlin, dairy of ficial with USDA’s Agricultural Marketing Service in Washington, D.C., said the amendments would provide that a reserve processing facility that is connected by pipeline to another person’s facility located on the same premises be considered a separate plant if the pipeline is used only to move by-products between the two facilities. The amendments were proposed by Atlantic Processing, Inc., a federation of four cooperatives. The amendments are necessary to reflect current marketing con ditions, Coughlin said.
