D3o—Lancaster Farming, Saturday, November 17,1984 Tobacco leases dropped WASHINGTON, D.C. - The U.S. Department of Agriculture will not restrict the timing of payments for the lease of flue-cured tobacco allotment and quota, when the crop is grown on the farm to which the allotment and quota are established. Everett Rank, administrator of USDA’s Agricultural Stabilization and Conservation Service, said that in such cases USDA will not require flue-cured tobacco producers to certify that none of the con sideration for the lease has been paid until after the tobacco is marketed. Rank said that this determination does not affect the previously announced requirement that, when the allotment and quota are tran sferred from one farm to another, payment of consideration for the lease may not be made before the first marketing of the tobacco. The majority of those commenting stated that financial arrangements for the payment of flue cured leases varied considerably from producer to producer and are based upon numerous factors that USDA could not adequately and equitably address.” In addition, these com ments indicated that such a requirement could not be effectively administered.
