The firm buys livestock for slaughter in eastern, central and western Pennsylvania In an administrative complaint, USDA charges Louis Kline, Inc., with failing to maintain a reasonable bond to secure the performance of its packer obligations. The firm was previously notified that it would be in violation of the P&S Act if it did not acquire a bond. James L. Smith, P&S official, said the firm has the nght to a hearing. Smith noted that the firm would be placed under a cease and desist order if the charges in the complaint are proved The P&S Act is a fair trade practices law administered by USDA’s Agricultural Marketing Service.
