Volcker, a native of New Jersey, has been chairman of the Federal Reserve System board since August 6, 1979, at which time he automatically also became chairman of the Federal Open Market Committee and a member of the National Advisory Council on In ternational Monetary and Financial Policies. Before his appointment to the Federal Reserve System, Volcker spent four years as president and chief executive officer of the Federal Reserve Bank of New York. Positions Volcker has held during his career include Under Secretary of the Treasury for Monetary Affairs, director of analysis for the U.S. Treasury and vice president and financial economist at Chase Manhattan Bank. Volcker will hold a news conference following bis address.
