Cumberland County Cindy Otto Bicycle Cindy Otto, 18, Carlisle RB, was named state bicycle contest winner. The daughter of Mr. and Mrs. Robert F. Otto,she is a 1990 high school graduate. She has been a 4-H member for nine years. A member of six Cum berland County 4-H Clubs, she served as president, vice president, and was president of the Cumberland County 4- H Council. She also assisted with club activities and events as a teen leader. The state bicycle contest winner completed projects in bicycling, horse, veterinary science, swine, beef, clothing, gardening, forestry, teen leadership, photography, and health. Locally, she took part in the 4-H exchange program, achievement banquet, roundup, fair, demon stration program, day camp, breed show, and tours. Cindy also participated in the Regional 4-H Demon stration Day, District 4-H Horse Show, Regional 4-H Teen Leaders Retreat, District 4-H Camp, State 4-H Achievement Days, State 4- H Horse Show, State 4-H Capital Days, National 4-H Horse Judging Contest, and Pennsylvania 4-H Leader ship Congress. She was recipient of the Senator George N. Wade Memorial Trophy Award. Commenting on tip values of the educational youth program, Cindy said: “It has helped me in com municating with others and talking in front of a large group of people.” Dauphin County i - .
