'C A ATLANTA, Ga. A young career woman who is a naturalist at the Smithsonian Institution in Washington, D.C., captured the $lO,OOO top prize in the 1980 National Chicken Cooking Contest. Shelia Hbban, representing the District of Columbia, called her'recipe Capital Chicken Casserole. It is a tasy combination of cut-up chicken parts cooked with fresh mushrooms and artichoke hearts, seasoned with wine. Placing second and winning $4OOO was Hedy Penney, a Utah widow and grandmother who was taught to cook as a child by her German mother.
